This Handbook provides an authoritative exposition of equality of opportunity. It presents the different concepts most commonly associated with equality of opportunity, and discusses the many problems dominating the controversies on equality of opportunity at the theoretical, policy or practical level. The chapters give a concise exposition of the different conceptions and basic concepts of equal opportunities. They clarify variables that are part of the 'algorithm of equal opportunities', e.g. opportunity, equality, non-discrimination, fairness, responsibility, chance and choice, excellence, qualifications, effort, talent, merit, desert, inequality, and risk. The idea of equality of opportunity has traditionally been associated with a set of largely unquestioned ideals, and over the last 50 years, it has been at the very centre of the major progressive social changes and firmly entrenched in political rhetoric. Yet, the idea of equality of opportunity is far from unquestionable or unproblematic as the only solid assumption different conceptions have in common is their rejection of fixed social relations but not hierarchy itself. Disagreements over the fundamental principles, criticism over the inefficiency of policies aiming to ensure equal opportunities, and objections to their unfairness, all pose questions that current conceptions answer in different ways. What is a fair distribution of resources and other goods when individuals are partly responsible for their achievements? This book develops a theory of fairness incorporating a concern for personal responsibility, opportunities and freedom. With a critical perspective, it makes accessible the recent developments in economics and philosophy that define social justice in terms of equal opportunities. It also proposes new perspectives and original ideas. The book separates mathematical sections from the rest of the text, so that the main concepts and ideas are easily accessible to non-technical readers. It is often thought that responsibility is a complex notion, but this monograph proposes a simple analytical framework that makes it possible to disentangle the different concepts of fairness that deal with neutralizing inequalities for which the individuals are not held responsible, rewarding their effort, respecting their choices, or staying neutral with respect to their responsibility sphere. It dwells on paradoxes and impossibilities only as a way to highlight important ethical options and always proposes solutions and reasonable compromises among the conflicting values surrounding equality and responsibility. The theory is able to incorporate disincentive problems and is illustrated in the examination of applied policy issues such as: income redistribution when individuals may be held responsible for their choices of labor supply or education; social and private insurance when individuals may be held responsible for their risky lifestyle; second chance policies; the measurement of inequality of opportunities and social mobility.

Welfare to work programmes aim to assist the long-term unemployed in finding work; increasing labour market flexibility, eliminating dependency, and tackling social exclusion. They have been implemented in many Western countries. This book focuses on an important and novel feature of these programmes: they replace the rights-based entitlements that have characterized the welfare state for decades with conditional rights dependent on the fulfilment of obligations: conditions are attached to the benefits received. This new type of social contract between the claimant and the State carries with it a new construction of the relationship between rights and responsibilities, and a new interpretation of citizenship. Paz-Fuchs examines the theoretical underpinnings of welfare-to-work programmes, incorporating a comparative analysis of the UK and USA, where the ideal of social citizenship is being curtailed through welfare reforms. He argues that when the rhetoric of the social contract is used to imply a continuous contract between citizens and the state, a vast array of conditions on welfare can be legitimated, including workfare; the obligation to accept any job offer; and moral and social preconditions that are based on a vague notion of reciprocity. Paz-Fuchs argues, by contrast, that conditional welfare undermines civil rights such as the right to privacy and family life by requiring welfare claimants to change their behaviour. He contends that strengthening welfare rights and relaxing preconditions on entitlement would better serve the objectives that welfare to work programmes are supposed to advance.
