First published in 1999, this volume is about unemployment and discrimination, with a focus on Northern Ireland and its debate over patterns of inequality between unemployed Catholics and Protestants. The Unequal Unemployed uses the important and revealing context of Northern Ireland to review the international debate on discrimination and the role of unemployment within it. This intellectual and political debate, active throughout the past decade, represents a conflict between: a) The traditional view that unequal unemployment is evidence of labour market discrimination against minorities and other distinct social groupings. b) Recent models which explain unemployment either in terms of individual responsibility or innate inferiority and attack the 'equal opportunities industry for its attempts at social engineering. Maura Sheehan and Mike Tomlinson approach these theories using unique survey evidence, gathered through a comprehensive evaluation of anti-discrimination policy. They contradict the view that differences in unemployment between Catholics and Protestants in Northern Ireland are the result of personal attitudes and 'religious culture'. The book demonstrates that unequal unemployment arises from various discriminatory structures and practices - all of which are amenable to policy intervention. However, while more radical measures may achieve change, these must be developed within a policy framework which stimulates labour demand and economic development. Such a framework is constrained by the continuing political conflict within Northern Ireland.

The author demonstrates how corporate personnel experts, not Congress or the courts, determined what equal opportunity meant in practice, designing changes in how employers hire, promote, and fire workers, and ultimately defining what discrimination is, and is not. He shows how Congress and the courts merely endorsed programs devised by corporate personnel.--[book jacket].

This report by the Employment Sub-committee focuses on the means by which the Government, the Employment Service and employers can help unemployed people into jobs and jobs that match their abilities and aspirations, and by doing so, extend the range of talents available to employers. The inquiry also wished to determine whether the demand-led approaches to labour market intermediation which have developed in the United States and are being championed by the Government could help to improve the employment prospects of unemployed people and improve their chances of retaining a job once in employment. The report concludes that there are still significant barriers to the recruitment of unemployed people. The most significant are indirectly discriminatory recruitment practices on the part of employers and inadequate skill levels among the unemployed. Progress has been made by the Employment Service in shifting its culture towards becoming a demand-led organisation but more needs to be done especially with regard to the development of a consistently high quality, complete service to employers. The Government needs to become more proactive in the dissemination of best practice around the UK to complement the importation of best practice from abroad. The Employment Service should not become exclusively employer-oriented. It must continue to accord high priority to helping those who are most disadvantaged into work. A number of recommendations are made in the report including a national survey of employer's recruitment practices, improving the links between employers and the long term unemployed, expanding opportunities for work placements and trials for unemployed people and reducing the period for which unemployed people over the age of 25 are required to claim job seeker's allowance before entering New Deal.

This edited collection brings together new research findings from a wide range of academics investigating equal opportunities and managing diversity. It explores the impact of gender, race/ethnicity, disability and age on employment opportunities and examines theoretical issues underlying the experience of discrimination. Based on original research, each chapter analyses a different facet of equality and diversity and draws out the policy implications. The chapters adopt a variety of qualitative and quantitative methods to analyse cases from various countries, thereby highlighting differences and similarities in the formulation and implementation of equality and diversity policies. As a result the book provides an up-to-date review of developments in the subject area and reveals important lessons for policy makers and practitioners.
