Concerns about new learning environments have spurred the debate as to whether the new world of online teaching and virtual studying might be as closed to the developing world, especially the women, as the traditional universities were until the turn of the twentieth century. Gender specific and feminist research shows that women often have less access to technology, less control over the ICT (Information and Communication Technology) in their homes and places of work, and less confidence and competency in using these technologies. According to the United Nations, lack of access to information is the third most important issue facing women globally, after poverty and violence against women. Equitable Access looks in detail at the ODL (Online Distance Learning) and ICT situations in Ghana. The author provides a critical assessment of the strengths and threats to the development of an effective distance education program in tertiary institutions in Ghana, surfacing the need to promote equity in educational access. Based on a survey of distance learners in four public universities, the author navigates to the heart of issues and determines that in Ghana and for that matter Africa, the digital and gender divides could further widen if conscious effort is not made to mainstream ICT in all gender issues.

Fighting the COVID-19 pandemic required vaccinations; however, ending it requires vaccination equality. The progress in vaccinations varies greatly across countries, with low- and middle-income countries having much lower vaccination rates than advanced countries. Initially, the limited vaccine supply was in part to blame for slow pace of vaccinations in low-income countries. But as the supply constraints eased toward the end of 2021, the focus has shifted to in-country distribution challenges and vaccine hesitancy. This paper quantifies the importance of various factors in driving vaccination rates across countries, including vaccine deliveries, demographic structure, health and transport infrastructure and development level. It then estimates the contribution of these factors to vaccination inequality. We show that much of the vaccination inequality in 2021-22 was driven by the lack of access to vaccines which is beyond countries’ control. And although vaccination inequality declined over time, access to vaccines remains the dominant driver of vaccination inequality.

In the past thirty years, the United States has made remarkable progress in reducing barriers in access to health care faced by racial and ethnic minority Americans. Most minority Americans born in the 1950s have vivid memories of 'separate and unequal' health facilities. By the 1980s, overt and blatant barriers to care were uncommon. In spite of the progress achieved, recent studies continue to provide evidence that minority Americans experience differential access to health coverage and to some health procedures. To investigate these differentials, contributors to this volume were asked to examine the health care experiences of nonelderly Hispanics and African-Americans within a nationally representative data source: the 1987 National Medical Expenditure Survey. Through this effort, the authors document the extent to which barriers to access persist and provide insight on possible explanations for variations in access. This volume will provide policymakers, practitioners, and advocates with an objective base of important information to guide decision-making about health care policy.
