How can fossil fuel producers and mineral-rich developing countries design realistic, just and cost-effective low-carbon transition pathways? Taking into account the heterogeneity of low-carbon trajectories, the Equitable Framework and Finance for Extractive-based Countries in Transition (EFFECT) provides options for policy makers, industry and finance institutions in search of the answers. The report aims to help them seize the transformational opportunities linked to sustainable, low-carbon growth. It identifies ways of mitigating the transition's impacts on fossil fuel industries, workers and poor households, and of preventing the risks of high-carbon lock-in and stranded assets. Recognising the shared responsibility of consuming and producing countries in reducing fossil fuel production and use, EFFECT advocates for transformative partnerships for technology transfer, green finance and capacity building. Ultimately, it supports an equitable sharing of the transition's benefits and costs, both across and within countries.

Oecd Development Policy Tools Methane Abatement In Developing Countries Regulations Incentives And Finance written by OECD and has been published by OECD Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2024-11-14 with categories.
Global methane emissions are not reducing at the scale and pace needed to limit warming to a level consistent with the Paris-aligned 1.5°C pathways. Global demand for natural gas is growing, and many developing countries plan to monetise their natural gas reserves to enhance energy access, support industrialisation and achieve improved development outcomes. It is therefore urgent to substantially reduce methane emissions in the production and consumption of oil and gas. This report provides recommendations for the design of robust regulatory frameworks on methane abatement in the upstream oil and gas sector. It also sets out the enabling conditions as well as the incentives for deploying cost-effective methane abatement solutions in developing countries producing oil and gas. Recognising the shared responsibility of consuming and producing countries in reducing methane emissions, the report identifies options to finance methane abatement in developing countries in order to move from voluntary commitments to concrete actions.

Carbon lock-in occurs when high-emission infrastructure or assets continue to be used, despite the possibility of substituting them with low-emission alternatives, thereby delaying or preventing the transition to near-zero or zero-emission alternatives. Transition finance, which focuses on the dynamic transformation and decarbonisation of hard-to-abate sectors, frequently faces the issue of carbon lock-in, particularly in considerations of investment feasibility and eligibility.

The Climate Action Monitor 2023 Providing Information To Monitor Progress Towards Net Zero written by OECD and has been published by OECD Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2023-11-17 with categories.
The Climate Action Monitor is a key publication of the International Programme for Action on Climate (IPAC). It provides a synthesis of climate action and progress towards net-zero targets for 51 OECD and OECD partner countries. This year's edition presents a summary of information on greenhouse gas emissions, an assessment of climate-related hazards and recent trends in climate action. Directed towards policymakers and practitioners, the findings suggest that without increased ambition and a significant expansion in national climate action, countries will not be able to meet the net-zero challenge.

Natural Gas Flaring Energy Transition written by Eduardo G. Pereira and has been published by Kluwer Law International B.V. this book supported file pdf, txt, epub, kindle and other format this book has been release on 2025-04-23 with Law categories.
In the context of climate change, it is generally agreed that natural gas has manifest advantages as a ‘transition fuel’ that offers a potential bridge from overuse of coal and petroleum to a renewable low-carbon future. However, the widespread ongoing practice of natural gas flaring—the burning of unwanted gas for economic reasons—is severely criticized for hampering progress in its flagrant waste of both valuable resources and revenues. This important book covers natural gas flaring policies across twenty leading oil and gas jurisdictions from a global perspective, providing the energy transition and environmental policy communities with detailed information on current developments in market regulations, contractual arrangements, and technological responses, and clarifying ways to tackle natural gas flaring in the context of meeting climate change goals. In the multifaceted approach provided by the book’s contributors—experts from a broad cross-section of gas-producing countries—the book engages with such issues and topics as the following: the technical aspects behind natural gas flaring; alternative solutions to mitigating natural gas flaring via carbon capture, utilization and storage; energy security imperatives; legal frameworks governing natural gas flaring, with case studies from key twenty leading oil and gas jurisdictions; best practices and potential solutions that can be adapted to different contexts; environmental, social, and governance (ESG) considerations; potential disputes arising from changing regulations and market conditions; and recommendations for design, application, and implementation of natural gas development and marketing. Bringing together legal, policy, and regulatory perspectives from natural gas hubs, this work fills a significant gap in the existing literature with a rigorous exposition and comparative analysis of the business, legal, economic, and sustainability aspects of natural gas flaring and its role in the energy transition across global energy markets. It will prove to be of immeasurable value to policymakers, industry stakeholders, regulators, concerned nongovernmental organizations, and legal practitioners in sustainable development and international relations. It is sure to contribute to informed decision making and ultimately to more sustainable and equitable energy systems worldwide.
