Eradicating extreme poverty for all people everywhere by 2030, measured by people living on $1.25 a day, is the first goal among the UN Sustainable Development Goals expected to guide the post-2015 development agenda. This paper summarizes several studies on eradicating poverty globally and examines feasibility of this goal for Sub-Saharan Africa (SSA) poorest but rapidly rising region. It finds that under plausible assumptions extreme poverty will not be eradicated in SSA by 2030, but it can be reduced to low levels. National and regional policies should aim at accelerating growth, while making it more . International organizations, including informal ones such as the G20, can play a critical role in this endeavor by encouraging policy coordination and coherence. Further, African countries will need a greater scope for bringing their perspectives into global economic debates on issues impacting sustainable development on the continent.

Over the last decade Latin America and the Caribbean region has achieved important progress towards the World Bank Group's goals of eradicating extreme poverty and boosting income growth of the bottom 40 percent, propelled by remarkable economic growth and falling income inequality. Despite this impressive performance, social progress has not been uniform over this period, and certain countries, subregions and even socioeconomic groups participated less in the growth process. As of today, more than 75 million people still live in extreme poverty in the region (using $2.50/day/capita), half of them in Brazil and Mexico, and extreme poverty rates top 40 percent in Guatemala and reach nearly 60 percent in Haiti. This means that extreme poverty is still an important issue in both low- and middle-income countries in the region. As growth wanes and progress in reducing the still high levels of inequality in the region slows, it will be more important than ever for governments to focus policies on inclusive growth. The book includes an overview that highlights progress towards the goals of poverty eradication and shared prosperity between 2003 and 2012, unpacks recent gains at the household level using an income-based asset model, and examines some of the policy levers used to affect social outcomes in the region. It draws on 13 country studies, eight of which are featured in this volume: Argentina, Brazil, Colombia, El Salvador, Mexico, Paraguay, Peru, and Uruguay. The other case studies include: Bolivia, Chile, Dominican Republic, Ecuador, and Honduras, which will be included in the web version of the book.

Today, about 783 million people live in extreme poverty. Extreme poverty is primarily a rural phenomenon, with 80 percent of the extreme poor living in rural areas, across greatly diverse rural landscapes. Despite great progress in poverty reduction, the standard of living of the poorest of the poor has remained almost unchanged in the past 35 years, signaling that a huge gap in policy making and programmatic approaches are leaving them behind. FAO has established a Corporate Framework on Rural Extreme Poverty to orient and bring to bear the relevant work of the Organization towards reaching Target 1.1 of the SDGs. Eliminating extreme poverty is directly linked to eliminating hunger (SDG 2), as well as other SDGs. When the extreme poor have means to a better life, they no longer suffer from hunger and can invest in a better future for their families and communities. The Framework reinforces the application of other Corporate Frameworks, particularly those related to gender equality, social protection, sustaining peace, and migration. This makes the Framework applicable to many areas of FAO’s work, accelerating efforts to eliminate extreme poverty in rural areas. The Framework identifies four key areas to reach the rural extreme poor: ensuring food security and nutrition, promoting economic inclusion, fostering environmentally sustainable and resilient livelihoods and preventing and protecting the extreme poor against risks and shocks. To ensure its ability to eradicate rural extreme poverty, the Framework establishes the following five deliverables: 1. Better align the areas of FAO’s mandate into global and national actions to eradicate extreme poverty. 2. Increased capacity to reach the extreme poor by undertaking poverty analysis 3. Develop dedicated and integrated approaches for the rural extreme poor. 4. Ensure that FAO’s actions do not create poverty. 5. Account for FAO’s contribution to SDG 1, and in particular, to Target 1.1.
