Die Erfolgsbedingungen von Demokratie im subsaharischen Afrika der 90er Jahre werden durch ein Differenzverfahren im Rahmen der vergleichenden Methode mittels der Gegenüberstellung von Demokratiefällen und Autoritarismusfällen untersucht. Begriffliche Grundlage ist ein von Robert A. Dahl abgeleitetes Konzept der "dauerhaften Demokratie". An den konzeptgeleitet ausgewählten sechs Erfolgsfällen (u. a. Botswana, Namibia) und sieben Misserfolgsfällen (u. a. Burundi, Sudan) werden systematisch Variablen geprüft, die aufgrund der Diskussion diverser demokratieätiologischer Ansätze als Kausalfaktoren in Frage kommen. Die Erfolgsbedingungen für Demokratie in Afrika sind demnach insbesondere im moderaten und verantwortlichen Handeln der Eliten, friedlichen interethnischen Beziehungen, einer erhöhten sozioökonomischen Entwicklung sowie einem prodemokratischen Gewaltmonopol (u. a. Loyalität des Militärs; Abwesenheit organisierter Aufstände) zu suchen. Aufgrund der Unwägbarkeit von Akteursverhalten und von länderspezifischen Sonderbedingungen entsteht insgesamt aber ein komplexes Kausalgefüge strukturierter Kontingenz.

For the interaction of society and political parties within the electoral system in southern Africa, it is necessary to systematically investigate the social structures (cleavage analysis) and measure the success or failure of political parties against the backdrop of the election programmes (manifesto research). The focus of this research is the six polyarchies of Botswana, Malawi, Mozambique, Namibia, Zambia and South Africa. In countries with the voting system of proportional representation, neither coalition governments nor alternative government parties have ruled since 1990. In countries with a majoritarian voting system, either coalitions have formed a government, or one party has remained unchallenged for decades. The research results show that the previous electoral outcomes are the reflection of the cleavage structure, and there are indicators in the societies examined that can meet the theoretical expectations of democratic societies in the future. In part I, the theoretical framework for the cleavage analysis and party analysis is established, which applies for the six case studies of part II. The societies are examined in terms of eight cleavages, their extension and their political relevance. The cleavages are related to the settlement area, the occupation, the income distribution, the religion, the ethnicity (race), the language heritage, the educational level and citizenship (the proportion of foreigners). In the context of the electoral system, political parties represent the social interest. Their goals are recorded as contents of the manifesto, which can be used for Wordscores to compare the political parties on the policy domains Freedom and democracy, Political system, Economy, Welfare and quality of life, Fabric of Society and Social Groups. Each domain is described by two contrasting definitions, which are used for aggregating Left-Right categorisation of the parties. The regional results in the comparative study (part III) define the categories Left, Right and Liberal of political parties. The qualitative comparative analysis (QCA) is used to define the content of the left-wing, right-wing and liberal political parties in the context of Southern Africa. At the same time, the contents of the definitions are factors in the success of parties in Southern Africa. Parties with right-wing content are found mainly among the government parties, and parties with politically left-wing or liberal content are mainly opposition parties.

This book examines the effects of ethnicity on party politics in sub-Saharan Africa. Sebastian Elischer analyzes political parties in Ghana, Kenya and Namibia in detail, and provides a preliminary analysis of parties in seven other countries including Tanzania, Botswana, Senegal, Zambia, Malawi, Burkina Faso and Benin. Elischer finds that five party types exist: the mono-ethnic, the ethnic alliance, the catch-all, the programmatic, and the personalistic party. He uses these party types to show that the African political landscape is considerably more diverse than conventionally assumed. Whereas ethnic parties dominate in some countries, non-ethnic parties have become the norm in others. This study also finds a correlation between a country's ethnic make-up and the salience of political ethnicity: countries with a core ethnic group are prone to form non-ethnic parties. In countries lacking a core ethnic group, ethnic parties constitute the norm.

Democratization since the implosion of the communist bloc displays a mixed balance. While the neo-democracies in Central Eastern European Countries can be seen as largely consolidated, many other processes of democratization in other parts of the world such as Africa, Asia and Latin America got stuck as unconsolidated or became defective democracies, some ‘regressed’ into hybrid regimes or were even turned into autocracies. Corruption is usually understood as hampering political development, economic growth and democratic participation of citizens, but comparing the effects of corruption for different political regimes presents astonishingly complex findings. Zu kaum einer Region mit einer vergleichbar kurzen politischen Entwicklungsdauer existiert eine solche Fulle kontroverser Untersuchungskonzepte, Typologisierungsvorschlage, Erklarungsansatze und auch Erklarungsklischees. In der Tat stellen afrikanische Gesellsch- ten den Politikwissenschaftler vor eine schwierige analytische Situation: die geringe Ausdif- renzierung der verschiedenen Ebenen (Politisches, Wirtschaftliches, Religioses, Privates, Offentliches) und ihre konstante und dynamische Durchdringung lassen bisweilen alle Va- ablen als dependent und situativ erscheinen. Das macht es schwer, politische Phanomene mit an westlichen Erfahrungswerten abgeleiteten Erklarungsmustern zu interpretieren und fuhrt oft zu paradoxen Ergebnissen. Gleichzeitig scheint etwa Wahlverhalten an ethno-regionale Identitaten fixiert und doch hoch volatil, der Staat uberdimensioniert und als ein scheine- stentes international achievement, Staatsparteien als massenmobilisierende Einheitsstifter und als administrative Erfindungen. Afrikanische Politik wird dementsprechend beschrieben als dysfunktionaler Risikofaktor auf dem Weg zur Demokratie (Schmidt 1997:253), als The African labyrinth (Sartori 1978:248) disorder as political instrument (Chabal/Daloz 1999) oder The Puzzling Features of African Party Systems (Mozaffar/Scarritt:2005). Gemeinsames Ausgangsproblem aller Uberlegungen bleibt dabei der grosse Gegensatz von vormodernen gesellschaftlichen Grundstrukturen und den funktionalen Anforderungen moderner Regierung, aber auch deren Gleichzeitigkeit und Verwobenheit."
