Ruanda hat gezeigt, dass ohne das Einwirken der Vereinten Nationen ein Genozid und andere grausame Menschenrechtsverbrechen Realität werden. Es gibt jedoch auch Länderbeispiele, bei denen trotz der VN-Maßnahmen gegenüber einem menschenrechtsverletzenden Staat die Menschenrechtslage unverändert blieb oder sich sogar verschlechterte: Im Irak herrscht trotz der VN-Programme und den VN-Sanktionen nach wie vor eine brisante Menschenrechtslage. In Nepal ist die Menschenrechtslage trotz der VN-Maßnahmen äußerst schlecht. Andere Staaten wie Südafrika und Uruguay belegen, dass eine Verbesserung der Menschenrechtslage durch eine Einmischung der VN wahrscheinlicher wird. Die Vereinten Nationen haben in den Jahren, in denen eine perfide Menschenrechtslage in Verletzerstaaten herrschte, ihre Menschenrechtsinstrumente vielfältig eingesetzt. Dazu gehörte vor Allem, politischen und rechtlichen Druck auf die menschenrechtsverletzenden Regierungen auszuüben. Warum aber setzen die Vereinten Nationen in einigen Staaten Sanktionen und stärkere Druckinstrumente ein, in anderen Staaten bei ähnlich schlechter Menschenrechtslage aber nur Diplomatie und Vertragsdruck? Warum können die Vereinten Nationen in manchen Staaten mit schwächerem Druck, in anderen Staaten nur mit stärkerem Druck eine starke Verbesserung der Menschenrechtslage erzielen? Auf diese Fragen sollen in dieser Arbeit Antworten gefunden werden. In dieser Arbeit wird recherchiert, welche Auswirkungen und Erfolge die Druck ausübenden Maßnahmen der Vereinten Nationen im Menschenrechtsfeld tatsächlich haben - anhand der Staaten Uruguay und Südafrika. Ich komme zum Schluss, dass die Vereinten Nationen mit sehr starken Mitteln (Sanktionen/Militär)die Menschenrechtslage ebenso stark verbessern können wie auch mit weniger starken Mitteln (Rechtsdruck).
