¿Cómo se explica que una economía que ha hecho tantas cosas bien no haya logrado crecer con rapidez? Esfuerzos mal recompensados vincula el decepcionante crecimiento de México con políticas microeconómicas erróneas, que han suprimido el crecimiento de la productividad y han anulado los beneficios esperados de los esfuerzos de reforma del país. El crecimiento rápido no se producirá si se sigue haciendo más de lo mismo o centrándose en temas que pueden ser cuellos de botella clave para el aumento de la productividad en otros países, pero no en México. El crecimiento rápido solo será el resultado de instituciones incluyentes que protejan efectivamente a los trabajadores contra riesgos, que redistribuyan a favor de aquellos que lo necesitan y, simultáneamente, alineen los incentivos de empresarios y trabajadores para aumentar la productividad. Para que esta transformación tenga lugar, se requieren cambios sustanciales en los regímenes tributario, laboral y de seguridad social.

Why has an economy that has done so many things right failed to grow fast? Under-Rewarded Efforts traces Mexico’s disappointing growth to flawed microeconomic policies that have suppressed productivity growth and nullified the expected benefits of the country’s reform efforts. Fast growth will not occur doing more of the same or focusing on issues that may be key bottlenecks to productivity growth elsewhere, but not in Mexico. It will only result from inclusive institutions that effectively protect workers against risks, redistribute towards those in need, and simultaneously align entrepreneurs’ and workers’ incentives to raise productivity.

The COVID-19 pandemic has disrupted every domain of life. Migration and human mobility in general are not exceptions. Since March 2020, researchers, policy makers and many others have channelled their efforts to understand this new coronavirus, its impact and prospects. Many scholars were thinking and writing on the pandemic from its onset and many blog essays quickly appeared. This article and its focus on mobility and travel data showed that it was possible to predict the spatial spread and concentration of COVID-19 cases. Treinta años después de que la región se embarcara en una liberalización a gran escala, cabía esperar que la política comercial pasara a ser prácticamente irrelevante. En cambio, un desajuste entre las expectativas y lo que se podría lograr de manera realista sentaron las bases para gran parte de la decepción, el escepticismo y la fatiga con respecto a la política comercial en la región, en particular a principios de la década de 2000. Este busca expandir el modelo productivo tradicional a más áreas geográficas, lo que derivaría en un cambio estructural para las oportunidades a las que pueden acceder la población. Este nuevo enfoque tiene como eje fundamental la creación de valor del sector privado y maximiza las posibles sinergias con las acciones del sector público.
