Auf der Basis einer Synthese von Ansätzen aus Kriegsursachenforschung, Verhandlungs- und Diplomatietheorie entwickelt die vorliegende Studie ein Konfliktmodell, mit dessen Hilfe Bedingungen für die friedliche Lösung internationaler Konflikte herausgearbeitet werden können. Ein Vergleich zwischen Konflikten, die zu Kriegen eskaliert sind und solchen, die unterhalb der Ebene militärischer Gewaltanwendung beendet werden konnten, gibt Aufschluß über das Eskalationspotential bestimmter Konfliktkonstellationen und die Erfolgsaussichten von Vermittlungsinitiativen. Im Zentrum steht die Frage, welchen Einfluß innenpolitische Faktoren, Konfliktgegenstand, Verhalten von Nachbarstaaten, Supermächten und Internationalen Organisationen auf das Kosten-Nutzen-Kalkül der Akteure - und damit auch auf das Eskalationspotential von Konfliktsituationen - hatten. Zahlreiche Fallbeispiele dienen zur Erläuterung der Ergebnisse.

Vor dem Hintergrund eines sich entwickelnden kooperativen Klimas, welches durch die Präsenz internationaler Organisationen wie der UNO spürbar geprägt wurde, ist die konstruktive Regelung langjähriger und kriegerischer Auseinandersetzungen in der Prioritätenskala der internationalen Politik an vorderste Stelle gerückt. Wie das aktuelle globale Konfliktgeschehen beispielsweise im israelisch-arabischen Konflikt zeigt, gibt es Streitgegenstände insbesondere bei lang anhaltenden Konflikten, die schwer vermittelbar sind. Wie wichtig es vor allem zum Wohle der Zivilbevölkerung ist, in Konflikten zu vermitteln und zu schlichten, wurde auf nationaler und internationaler Ebene längst erkannt. Studienarbeit aus dem Jahr 1997 im Fachbereich Politik - Thema: Internationale Organisationen, Note: 1,5, Ruprecht-Karls-Universität Heidelberg (Institut für Politische Wissenschaft), Veranstaltung: Einführung in die Konfliktforschung, Sprache: Deutsch, Abstract: 1950 erhob Frankreich Anspruch auf die Inselgruppen Minquiers und Ecrehos im Golf von Saint-Malo. Damit wurde ein Verhandlungsprozeß in Gang gesetzt der mit einem Urteil des Internationalen Gerichtshofs endete. Dieser Konfliktfall ist ein Musterbeispiel für die friedliche Beilegung eines Konfliktes durch eine juristische Entscheidung. Ganz besonders interessiert hierbei warum der Konflikt friedlich beigelegt werden konnte und nicht in einem gewaltvollen Lösungsversuch gipfelte. Ebenso wichtig für das Verständnis des Falles sind die Gründe, die zur Akzeptanz einer gerichtlichen Entscheidung auf beiden Seiten führten. Zunächst möchte ich aufzeigen wie es zu der Entstehung dieses Konfliktes kam, wo seine Ursprünge liegen. Dabei ist ebenfalls von Interesse ob er sich im Laufe seiner Existenz wandelte oder immer gleich blieb. Weiterhin werde ich die Entscheidung des Internationalen Gerichtshofes darstellen und erläutern. Schließlich wird der Konflikt dann, anhand der Konflikttheorien, eingeordnet und die Entscheidung des IGH im Lichte seiner Regeln und Prozedur betrachtet, woran sich die Schlußfolgerung anschließt.

Since all-out interstate wars for the time being seem to belong to the past, con flict studies focus more and more on domestic conflicts. This is a broad field, not only because the arbitrary line between war and sub-war violence disap pears and the analyst is confronted with phenomena reaching from criminal violence and clashes between communities to violent conflicts of long duration and civil wars with massacres and genocides as their characteristics. It is also because there are so many different types of conflicts to be analyzed, so many different types of behavior to be studied, whereas there is often little informa tion available on what is really going on. Against the background of internal conflicts, which tend to be as protracted as diffuse in terms of time, intensity, actors, and their goals, this study aims to follow a specific pathway through the current thicket of violent circumstances. It focuses on causation patterns by exploring the causal role of the environ mental factor in the genesis of violent conflicts occurring today and probably even more so tomorrow. This approach, which for once does not focus on a specific level of the conflict system, on one area in the conflict geography, or on a specific category of actors, analyzes causation dynamics.

Published in 1997. After the collapse of the communist system, the political systems in Eastern Europe were unable to cope with increasing tensions between ethnic majorities and minorities. These tensions led to violent ethnic conflicts and civil wars, in particular in former Yugoslavia. In this phase of transition and nation-(re)building, ethnic groups strove for more political autonomy and even territorial secession. The newly independent states lacked democratic structures and traditions as well as civil manners that could be used for regulating ethnic conflicts. The idea of Civil Society provides both basic democratic mechanisms for a lasting co-existence in an ethnically plural society. The theoretical part of this book discusses the issues of conflict anatomy, causes for conflict, and democratic conflict resolution. The empirical part describes experiences of ethnic conflicts in former Yugoslavia (especially Slovenia, Croatia and Serbia) in Ukraine and Romania.
