Alors que ce n'est qu'à partir des années 1950 que le projet européen se traduit dans les institutions et dans les politiques, l'idée européenne, suscite déjà, et ce, dès l'entre-deux-guerres, de multiples initiatives. Cet ouvrage issu d'une thèse de doctorat, souhaite apporter une contribution originale à la connaissance des courants européistes qui fleurirent dans la Belgique des années 1920 et 1930. Fondé sur l'exploitation de sources multiples et inédites, il révèle la richesse insoupçonnée des projets et des mouvements engendrés dans le contexte de l'Europe de Versailles. Invitant à découvrir l'Europe telle que la conçurent la génération de la guerre et celle de la crise à travers leurs cadres mentaux, chronologiques et géographiques, cette étude met en lumière le rôle des cercles, des milieux ainsi que des moments-clés. The period between 1917 and 1957, starting with the birth of the USSR and the American intervention in the First World War and ending with the Treaty of Rome, is of the utmost importance for contextualizing and understanding the intellectual origins of the European Community. During this time of 'crisis,' many contemporaries, especially intellectuals, felt they faced a momentous decision which could bring about a radically different future. The understanding of what Europe was and what it should be was questioned in a profound way, forcing Europeans to react. This book examines the exclusion of minority languages (and their speakers) from the mainstream domains of everyday social life in postcolonial Zimbabwe. It considers forces of hegemonic nation building, subtle cultural oppression and a desire for linguistic uniformity as major factors contributing to the social exclusion of Zimbabweans from language groups other than Shona and Ndebele. The book interprets the various forms of language-based exclusion exercised by Shona and Ndebele language speakers over minority groups as constituting a form of linguistic imperialism. Contrary to the popular view that English is Zimbabwe's «killer language», which should be replaced by selected indigenous languages that are perceived as more nationally «authentic» and better grounded in both pre- and post-imperial frameworks, this book argues that linguistic imperialism has very little to do with whether the dominating language is «foreign» or «indigenous». The author discusses oral submissions from minority language speakers, language experts, policy-makers and educators. While the focus is specifically on the politics of language and identity in Zimbabwe, this case study gives an insight into the complexity of identity and nation building in postcolonial Africa.

Le présent ouvrage recueille les actes du IIIe colloque international de l'association RICHIE (Réseau international de jeunes chercheurs en histoire de l'intégration européenne) qui s'est tenu à Naples (Italie) en décembre 2007 et qui a réuni une vingtaine de jeunes chercheurs de toute l'Europe pour présenter l'état de leurs travaux en cours à travers cette perspective. The history of Europe in the 20th century is marked by several dualisms, traces of which continue to characterize the European Union. For a better understanding of the current problems of European integration, these dualisms should be studied in their historical context. This book is organized around four axes: Eastern Europe versus Western Europe, Europe as a dream versus Europe as a reality, Political Europe(s) versus Economic Europe(s), Europe as a power versus Europe as an instrument of power. This book seeks to launch a new research agenda for the historiography of Dutch foreign relations during the nineteenth and twentieth centuries. It does so in two important ways. As climate change and a pandemic pose enormous challenges to humankind, the concept of expert governance gains new traction. This book revisits the idea that scientists, bureaucrats, and lawyers, rather than politicians or diplomats, should manage international relations. It shows that this technocratic approach has been a persistent theme in writings about international relations, both academic and policy-oriented, since the 19th century. The technocratic tradition of international thought unfolded in four phases, which were closely related to domestic processes of modernization and rationalization. The pioneering phase lasted from the Congress of Vienna to the First World War. In these years, philosophers, law scholars, and early social scientists began to combine internationalism and ideals of expert governance. Between the two world wars, a utopian period followed that was marked by visions of technocratic international organizations that would have overcome the principle of territoriality. In the third phase, from the 1940s to the 1960s, technocracy became the dominant paradigm of international institution-building. That paradigm began to disintegrate from the 1970s onwards, but important elements remain until the present day. The specific promise of technocratic internationalism is its ability to transform violent and unpredictable international politics into orderly and competent public administration. Such ideas also had political clout. This book shows how they left their mark on the League of Nations, the functional branches of the United Nations system and the European integration project.
