Government benefits and services are increasingly provided though private markets, with firms competing to provide services to individuals. Under perfect competition, the most productive firms survive and serve the market. However, with imperfect information and minimal out-of-pocket costs, competitive pressures may be weakened and less productive firms can maintain market share. Insufficient oversight of eligibility rules or quality standards exacerbates this problem. In Chapter 1, I study the 2008 expansion of the Lifeline program, which subsidizes phone service for low-income households, and show how oversight influences both the composition of providers in a market and their post-entry behavior. Lifeline's state-level variation in regulatory environments makes for an ideal test case in how regulatory oversight influences the entry decisions of heterogeneous firms. Firms with low quality and compliance select into loose-oversight markets, and their entry drives the large state-level differences in wasteful or inefficient program spending. The evidence of these dynamics is presented here for the Lifeline program, but similar forces are likely to be a factor in many other markets for government funded products and services. In Chapter 2, I address the possibility of crowd-out due to the Lifeline expansion. One of the program's stated goals is to ensure that households have affordable access to phone services. In this context, crowding out households' out-of-pocket spending may in fact be desired. I exploit geographic differences in the timing of provider entry to estimate the expansion's effect on households' wireless service spending. The results indicate that although the extensive margin reduction in the number of households reporting any wireless spending represents only 10-15% of program enrollments, the reduction in the level of spending may exceed 100% of subsidy payments. Two factors make this result possible: quality competition between providers, and price discrimination based on ability-to-pay. Consequently, the quality of Lifeline services paid for by the monthly subsidy exceeds that of similarly priced unsubsidized plans. By crowding out lower quality unsubsidized plans, households could save more than an equivalent cash transfer. The results highlight the potential for market segmentation and competition to magnify the impact of a targeted subsidy program.

This dissertation consists of an introductory chapter and three distinct yet thematically related papers. The purpose of the dissertation is to explain variation in regulatory policy across countries by highlighting the institutional (supply) and interest group (demand) determinants of policy. I develop and test theory explaining regulatory policy outcomes at several levels of analysis. Chapter 1 introduces the topic and related literature. Chapter 2 focuses on the supply of regulatory policy by examining how political institutions affect the responsiveness of policymakers to consumer interests. I argue that the political influence of consumers depends on the level of democracy. To test the theory, I develop an original dataset measuring competition agency design in 156 developing countries covering the period 1975-2007. I estimate hazard models on the timing of competition policy reform. I also create an original index of governments' commitments to antitrust policy and estimate its political determinants. The results confirm a link between democracy and the commitment to consumer-friendly regulatory policy. Chapter 3 holds institutions constant in order to examine the demand-side determinants of regulatory policy outcomes within democracies. I argue that competition policy enforcement reflects the relative political strength of two contending interest groups : a rent-preserving alliance of incumbent producers and affiliated labor opposes competition policies that erode its market dominance; a pro-competition coalition of consumers, unorganized workers, and entrepreneurs favors regulatory oversight. Tests of the timing and nature of reform in democracies support the argument that commitments to antitrust regulatory reform are weakened where the anticompetitive interest group is large and encompassing. Chapter 4 develops hypotheses regarding the firm-level determinants of lobbying and political influence. I argue that economic power translates directly into political power : large, well-organized oligopolists are more likely to lobby and to influence government policy in their favor. I directly test lobbying activity and policy influence using firm-level survey data from over 20,000 firms operating in 41 countries. The results suggest that the political power of the firm increases with its size, market power, and participation in business associations. There is some evidence that the substantive impact of these microeconomic determinants of political influence depends on the level of democracy.

El principal objetivo de este trabajo consiste en analizar los efectos que la estructura de propiedad bancaria tiene sobre la toma de riesgos, a nivel microeconómico y sobre el riesgo sistémico, a nivel macroeconómico. Para ello se desarrolla un modelo de competencia oligopolística y se analizan las propiedades del equilibrio de mercado en términos de beneficios, cuota de mercado y micro y macro estabilidad financiera cuando un banco comercial, maximizador de beneficios, compite contra un banco no orientado hacia los beneficios (stakeholder bank). Los resultados teóricos son validados empíricamente usando datos bancarios de 72 países durante el periodo 1997-2007. Concretamente se muestra que a) los stakeholder banks son menos arriesgados que los bancos comerciales, b) cualquier banco es más arriesgado cuando compite contra un stakeholder bank en lugar de contra un banco comercial, c) a nivel sistémico la presencia de stakeholder banks aumenta la estabilidad financiera, d) el efecto de la regulación bancaria y de la competencia en la toma de riesgos depende de la estructura de propiedad del banco, e) la concentración accionarial incrementa el riesgo bancario, f) el diseño de los incentivos gerenciales tiene un efecto muy significativo sobre la toma de riesgos bancarios.
