Decentralisation has been viewed as one means for promoting citizen well-being by bringing public goods and services closer to local needs. Yet empirical evidence across developing countries shows mixed results. This study aims to examine the association between decentralisation, public services and well-being in decentralised Indonesia. It argues that decentralisation enhances citizen well-being through improved local government capacity better able to deliver public goods and services. With lack of local government capacity and accountability, decentralisation decreases well-being. This study contributes to existing research on decentralisation and well-being in three ways. First, while most studies discuss decentralisation and well-being in a cross-country context, this examines the relationship in a cross-local government context, and specifically within a developing country. Second, while most decentralisation studies focus on objective measures of well-being, this study uses both a subjective measure (i.e. happiness and citizen satisfaction with public services) and an objective measure (i.e. child health and healthcare demand). Third, while most studies use either aggregate or individual analyses to examine the effect of decentralisation on well-being, this study uses multilevel analysis to examine the effect of local government determinants on individual well-being. This study uses unique datasets which combine individual and household level data and local government data. Individual and household level data is taken from the Governance and Decentralisation Survey (GDS) 2006, the Indonesian Family Life Survey (IFLS) 2007, and the Indonesia socio-economic survey (Susenas) 2009. Local government level data comes from the national village census (Podes) 2006-2008, the national election database 2004-2007, the national health database 2009, local development budget and expenditure information 2004-2008, and the consumer prices indices 2004-2009. The main findings show that well-being among Indonesians varies across local governments, and that disparities in both public services and well-being appear between more developed and less developed regions. Well-being is not only associated with individual and household determinants, but also with local government determinants. The results are consistent, namely, that variation in well-being is associated with the capacity of local governments to deliver public goods and services. Citizens report being happier and more satisfied when local governments are able to provide better public goods and services for them (i.e. able to spend more of their budget on providing public services). In contrast, well-being decreases in the face of local corruption and of weak capacity to govern. These findings suggest that improving local government capacity to provide effective policies and good public services is vital to improve citizen well-being in decentralised Indonesia.

This is the 13th book published by the Indonesian Regional Science Association (IRSA). Publication of books containing selected papers authored by its members has been one of IRSA main activities since its first annual meeting in 1998. I would like to appreciate the efforts of the editorial team for preparing the publication ofthis book. The team selected papers written by IRSA members. Most of those articles were selected from the papers presented at the 12th IRSA International Conference on “Political Economy of Regional Development in Indonesia”. This conference was held on 2-3 June 2014 in Makassar, South Sulawesi, and was organised in collaboration with the Faculty of Economics, Hasanuddin University, and the National Development Planning Agency (BAPPENAS). Some other articles are papers presented at several seminars related or held in collaboration with IRSA in 2014. When this Foreword was written, Indonesia under the Joko Widodo (Jokowi) Administration was experiencing difficult time both politically as well as economically. Jokowi has entered its eighth month of his term of office but his administration apparently has not been able to run well as expected. To make it even worse, the economic growth in many countries, including Indonesia, has been slowing down since early this year. With that background and in the spirit of contributing for the development of the nation, IRSA has chosen the general theme of this 13th book “Regional Development in Indonesia: Some Notes for the Jokowi Government”. Finally, I would like to thank the authors of the papers published in this book and the organising committees of the 2014 IRSA Conference and other seminars organised in collaboration with IRSA. Many developing countries have a history of highly centralized governments. Since the late 1980s, a large number of these governments have introduced decentralization to increase democracy and improve services, especially in small communities far from capital cities. In Going Local, an unprecedented study of the effects of decentralization on thirty Mexican municipalities, Merilee Grindle describes how local governments respond when they are assigned new responsibilities and resources under decentralization policies. She explains why decentralization leads to better local governments in some cases--and why it fails to in others. Combining quantitative and qualitative methods, Grindle examines data based on a random sample of Mexican municipalities--and ventures into town halls to follow public officials as they seek to manage a variety of tasks amid conflicting pressures and new expectations. Decentralization, she discovers, is a double-edged sword. While it allows public leaders to make significant reforms quickly, institutional weaknesses undermine the durability of change, and legacies of the past continue to affect how public problems are addressed. Citizens participate, but they are more successful at extracting resources from government than in holding local officials and agencies accountable for their actions. The benefits of decentralization regularly predicted by economists, political scientists, and management specialists are not inevitable, she argues. Rather, they are strongly influenced by the quality of local leadership and politics.

This paper explores the impact of fiscal decentralization on the efficiency of public service delivery. It uses a stochastic frontier method to estimate time-varying efficiency coefficients and analyzes the impact of fiscal decentralization on those efficiency coefficients. The findings indicate that fiscal decentralization can improve the efficiency of public service delivery but only under specific conditions. First, the decentralization process requires adequate political and institutional environments. Second, a sufficient degree of expenditure decentralization seems necessary to obtain favorable outcomes. Third, decentralization of expenditure needs to be accompanied by sufficient decentralization of revenue. Absent those conditions, fiscal decentralization can worsen the efficiency of public service delivery.
