This is the 13th book published by the Indonesian Regional Science Association (IRSA). Publication of books containing selected papers authored by its members has been one of IRSA main activities since its first annual meeting in 1998. I would like to appreciate the efforts of the editorial team for preparing the publication ofthis book. The team selected papers written by IRSA members. Most of those articles were selected from the papers presented at the 12th IRSA International Conference on “Political Economy of Regional Development in Indonesia”. This conference was held on 2-3 June 2014 in Makassar, South Sulawesi, and was organised in collaboration with the Faculty of Economics, Hasanuddin University, and the National Development Planning Agency (BAPPENAS). Some other articles are papers presented at several seminars related or held in collaboration with IRSA in 2014. When this Foreword was written, Indonesia under the Joko Widodo (Jokowi) Administration was experiencing difficult time both politically as well as economically. Jokowi has entered its eighth month of his term of office but his administration apparently has not been able to run well as expected. To make it even worse, the economic growth in many countries, including Indonesia, has been slowing down since early this year. With that background and in the spirit of contributing for the development of the nation, IRSA has chosen the general theme of this 13th book “Regional Development in Indonesia: Some Notes for the Jokowi Government”. Finally, I would like to thank the authors of the papers published in this book and the organising committees of the 2014 IRSA Conference and other seminars organised in collaboration with IRSA. The creation of the ASEAN Free Trade Area (AFTA) in 1992 and decentralization in 1999 mark the state restructuring in Indonesia. This book analyses the impact of state restructuring on regional economic development in Indonesia between 1993 and 2010. Regional economic analysis shows persistent and severe regional disparities throughout the period. Particularly, econometrics study found that decentralization has accelerated regional disparities whilst the AFTA effect is insignificant on regional economic growth. Furthermore, historical institutionalism analysis on two cities - the manufacturing industry in Batam and the creative economy in Bandung - shows that past and embedded local institutions provide the capacity to adapt and create new development paths. The book suggests the importance of local-specific policies that embrace local knowledge and institutions to develop regional specialization and competitive advantage. This book fills the gap in Indonesian literature that lacks studies on the integrated impact of decentralization and trade liberalization, both economically and politically.

This book addresses three main issues in regional income inequality and development: meaning of regional inequality, measurement of regional inequality and the relationship between national economic development and regional income inequality. It provides analytical methods useful in exploring the determinants of regional inequality in income and productivity. Some software commands in Stata (statistical software package) available for the measurement and analysis of income inequality are also introduced. Some researchers have argued that spatial concentration of population in and around major cities and the concurrent increase in regional inequality do not hinder national economic development, and may stimulate it. Nevertheless, many national governments seek to promote balanced regional economic development and reduce regional income inequality, because unbalanced development and higher levels of regional inequality may cause political or ethnic conflicts between different regions of the country. As the applications of the analytical methods introduced in the first part of the book, the second part presents four independent empirical studies on regional inequality and development in Indonesia. They offer very interesting case studies for the formulation of policies and programs to reduce regional inequalities, because as the world’s largest archipelagic country with more than 13 thousand islands and 300 ethnic groups, Indonesia is spatially diverse in terms of its ecology, natural resource endowments, economy, ethnicity and culture.This book can be used as a textbook for undergraduate and graduate students who are interested in national economic development and regional income inequality. It is also beneficial for practitioners and policy makers who are in charge of the formulation, implementation and evaluation of development policies and programs.
