From 1985 the Chinese government adopted a proactive policy of engaging with Myanmar and encouraged its people to do the same. China has thus played a major role in Myanmar's recent evolution, especially with respect to the number of its citizens and former citizens living in the country and working to transform its economy. A long, porous border unites Myanmar and China and serves as ""back door"" to both countries. It is through this land border that Myanmar and China face one another. This contrasts with Western countries that have tended to view both China and Myanmar from the vantage of the sea. From state investment in billion dollar projects to the small shop owners in every village and town in northern Myanmar, the Chinese have entangled themselves in all levels of the Myanmar economy. Ethnic Chinese living in Myanmar are well aware that they are permanent outsiders in Myanmar society, even if their families have lived there for generations. The dichotomy persists between ""Chinese"" and ""locals"" and is reinforced through discriminatory laws, media and popular culture. The long-term situation of the Chinese in Myanmar remains profoundly unclear. Many of them appear to have determined that Myanmar will continue to be part of their plans, but that they are also seeking to remain mobile, able to seize new opportunities where they emerge.

Since its independence in January 1948, Myanmar has tried to find a way to deal with (at one time) ideologically hostile and traditionally chauvinistic China which has pursued a foreign policy aimed at restoring its perceived influence in Myanmar. To counter China's attempts to influence Myanmar's foreign policy options has always been a challenge for the Myanmar government. Since the 1950s, successive Myanmar governments have realized that Myanmar's bilateral relations with the People's Republic of China should best be conducted in the context of promoting the Five Principles of Peaceful Coexistence, the Bandung spirit and the Pauk-Phaw (kinsfolk) friendship. The term Pauk-Phaw is exclusively devoted to denote the special nature of the Sino-Myanmar relationship. This work argues that Myanmar's relationship with China is asymmetric but Myanmar skilfully plays the "China Card" and it enjoys considerable space in its conduct of foreign relations. So long as both sides fulfill the obligations that come under "Pauk-Phaw" friendship, the relationship will remain smooth. Myanmar has constantly repositioned her relations with China to her best advantage. Myanmar's China policy has always been placed somewhere in between balancing and bandwagoning, and the juxtaposition of accommodating China's regional strategic interests and resisting Chinese influence and interference in Myanmar's internal affairs has been a hallmark of Myanmar's China policy. This is likely to remain unchanged.

The Chinese government has more control over more wealth than any other government in world history. With the Communist Party controlling the "commanding heights" of the world's second-largest economy, China appears ideally structured to pursue economic statecraft, using economic resources to advance its foreign policy goals. Yet as this book shows, domestic complications frequently constrain Chinese leaders. They have responded with a distinctive approach to economic statecraft: orchestration. Drawing upon extensive field research across Asia and Europe, Orchestration traces the origins, operations, and effectiveness of China's economic statecraft. In this book, James Reilly examines the ideas and institutions at the heart of China's approach to economic statecraft, and assesses Beijing's orchestration in four cases: Myanmar, North Korea, Western Europe, and Central/Eastern Europe. China's unique experience as a planned economy, and then a developmental state, all under a single Leninist party, left Chinese leaders with unchallenged authority over their economy. However, despite successfully mobilizing companies, banks, and local officials to rapidly expand trade and investment abroad, Chinese leaders largely failed to influence key policy decisions overseas. For countries around the world, economic engagement with China thus yields more benefits with fewer costs than generally assumed. Orchestration engages three central questions. First, why does China deploy economic statecraft in this particular fashion? Secondly, when is China's economic statecraft most effective? Finally, what can the China case tell us about economic statecraft more broadly? The findings show how China uses economic resources to exert influence abroad and identify when Beijing is most effective. By exploring the domestic drivers of China's economic statecraft, this book helps launch a new research field: the comparative study of economic statecraft.
