Desde 1982 que o autor se dedica predominantemente ao estudo do Estado Novo de Salazar, tendo trabalhado antes, ou em simultâneo, sobre temas como o liberalismo e a contra-revolução, a Restauração, a História da História e a História da Universidade. Para além de alguns livros sobre o Estado Novo, foi escrevendo vários artigos, publicados em Portugal e no Estrangeiro. Foi com base neles e em textos escritos para as aulas de um seminário sobre o mesmo tema, lecionado durante vários anos, que escreveu este livro. O seu título Estados Novos, Estado Novo tem uma razão fundamental. Considera-se que os vários movimentos que se cruzaram e convergiram no Estado Novo de Salazar tiveram uma conceção do que deveria ser “o seu” Estado Novo. O mesmo se passa se compararmos o Estado Novo de Salazar com outros “Estados Novos” que se formaram na Europa e que procuravam uma via diferente do Estado demoliberal ou dos Estados comunista ou socialista. Assim sucedeu com o fascismo italiano ou o nazismo alemão, cada um com a sua história, sendo de notar que o nacional-socialismo se formou a partir de uma noção de “Raça” e de Império Alemão, com um arreigado anti-semitismo, que conduziu à “Solução Final” e ao “Holocausto”, criando a ideia de que ele constituiu o único e verdadeiro “totalitarismo”. Ao longo de quatro partes, o autor procurou, nos seus capítulos, a maioria resultante dos artigos citados, caracterizar o “Estado Novo” e os “Estados Novos”, mostrando a relação entre aquele e estes, nos aspetos políticos e culturais, distinguindo o conceito propagandístico de “originalidade” do regime de Salazar do conceito objetivo de “identidade”, que na verdade caracteriza cada uma das conceções e das práticas de “Estados Novos”.

How the breeding of new animals and plants was central to fascist regimes in Italy, Portugal, and Germany and to their imperial expansion. In the fascist regimes of Mussolini's Italy, Salazar's Portugal, and Hitler's Germany, the first mass mobilizations involved wheat engineered to take advantage of chemical fertilizers, potatoes resistant to late blight, and pigs that thrived on national produce. Food independence was an early goal of fascism; indeed, as Tiago Saraiva writes in Fascist Pigs, fascists were obsessed with projects to feed the national body from the national soil. Saraiva shows how such technoscientific organisms as specially bred wheat and pigs became important elements in the institutionalization and expansion of fascist regimes. The pigs, the potatoes, and the wheat embodied fascism. In Nazi Germany, only plants and animals conforming to the new national standards would be allowed to reproduce. Pigs that didn't efficiently convert German-grown potatoes into pork and lard were eliminated. Saraiva describes national campaigns that intertwined the work of geneticists with new state bureaucracies; discusses fascist empires, considering forced labor on coffee, rubber, and cotton in Ethiopia, Mozambique, and Eastern Europe; and explores fascist genocides, following Karakul sheep from a laboratory in Germany to Eastern Europe, Libya, Ethiopia, and Angola. Saraiva's highly original account—the first systematic study of the relation between science and fascism—argues that the “back to the land” aspect of fascism should be understood as a modernist experiment involving geneticists and their organisms, mass propaganda, overgrown bureaucracy, and violent colonialism.

While a number of papers focus primarily on theoretical, methodological issues pertaining to the book’s general theme, the majority of papers focus on either a country or region where a fascist movement or regime flourished between the wars and during the Second World War, and where there was a significant catholic presence in society. The various chapters cover almost the entire European continent – an endeavour that is unprecedented –, and they explore a wide range of relevant contexts and methodologies, thus further contributing to the general development of an interpretive ‘cluster’ model that incorporates a series of investigative matrixes, and that will hopefully inspire future research.

Prime Minister Marcello Caetano was the successor of Antonio de Oliveira Salazar. Considered the second most important figure of the Portuguese dictatorship (the Estado Novo regime, 1933-1974), Caetano has generated considerable disagreement amongst scholars with regard to his persona and politics; some consider him more authoritarian than his predecessor, others more liberal. After providing background on his childhood and entry to university, the author explains his growing activism in the Integralismo Lusitano and in the Catholic Church; his monarchist and nationalist ideology. Caetano's decision to support the Salazar Regime coincided with publications in the mainstream media on corporatism, colonialism, European politics and the relationship between Brazil and Portugal. His role in the office of General Secretary of Mocidade Portuguesa (MP), an organization of Portuguese youth similar to the fascist youth organizations in Italy or Germany, was at odds with his neutrality policy in the Second World War. The leadership of Uniao Nacional (the single party of the regime) and the presidency of the Camara Corportiva (a parliament for corporative interests) led to national recognition at a time when the Portuguese regime had to reform its colonial policy. His tensions with other notables of Salazarism resulted in his political demotion and devotion toward the University in the 1960s. As Rector of Lisbon University he supported universities' autonomy, dividing public opinion. Caetano's Presidency (beginning in September 1968) reflected the tense relationship between the government and the liberal wing on the colonial crisis. Ultimately this led to the final crisis of the New State regime; the fragmentation of the armed forces; and the Carnation Revolution on April 25, 1974. During his exile in Brazil between 1974 and 1980 Caetano maintained correspondence with his Portuguese friends. These correspondences, introduced and explained by Francisco Martinho, are of exceptional importance in understanding Portugal's contemporary political history.
