Este libro tiene el propósito de analizar las estructuras formales y no formales de las interacciones de bienes, personas y servicios en cinco regiones de la frontera de México con Guatemala. En este espacio transfronterizo las necesidades de los grupos poblacionales determinan el vínculo con los territorios y, como consecuencia, impactan directamente sobre las trayectorias migratorias y las interacciones que se generan. La permeabilidad de este espacio, debido a las características geográficas y poblacionales de los territorios, dificulta los procesos de control de la movilidad y posibilita el desarrollo de cruces no formales a ambos lados de la frontera. El accionar de las instancias de gobierno, rígidas y destinadas a espacios territoriales definidos, contrasta con las prácticas reales impulsadas por las comunidades transfronterizas que interpretan los territorios de un modo más amplio que excede los límites oficiales. Por ello resulta imperioso revisar las tensiones, y la inclusión y/o exclusión, frente a la existencia de estas estructuras formales que pretenden marcar la pauta de las interacciones. Este estudio de la frontera sur se aborda desde una perspectiva interdisciplinaria que permite considerar aspectos económicos, políticos, sociales y culturales en el análisis de las interacciones y estructuras existentes, comprendiendo el dinamismo de estas interacciones y abogando por un posible diálogo entre las estructuras formales e informales que caracterizan la vida en la frontera. En 2019 el desempeño del comercio mundial de bienes sería el peor desde la crisis financiera. En esta edición de Perspectivas del Comercio Internacional de América Latina y el Caribe se analiza dicho fenómeno, así como las crecientes tensiones comerciales y las repercusiones en el comercio regional. La fuerte desaceleración del comercio mundial responde tanto a la acumulación de barreras comerciales desde 2018 como a otros factores de más larga data. Entre estos se destacan la menor demanda mundial, la creciente sustitución de importaciones por producción nacional en algunas economías, la menor proporción de la producción china que se destina a la exportación, el retroceso de las cadenas globales de valor y la irrupción de nuevas tecnologías que causan un impacto en la naturaleza misma del comercio. En el capítulo II se analiza la forma en que el comercio internacional puede hacer un mayor aporte a la sostenibilidad ambiental. Los vínculos entre comercio y medioambiente se han hecho más visibles desde los años noventa, como muestra el aumento de las controversias comerciales vinculadas con aspectos ambientales y la creciente incorporación de capítulos ambientales en los acuerdos comerciales. Por último, en el capítulo III se examina la situación de la infraestructura y la logística, aspectos clave para el comercio internacional y la producción. Se concluye destacando la necesidad de reexaminar las políticas públicas en materia de concesiones de infraestructura económica y el rol central de la acción regulatoria del Estado, especialmente en el ámbito de la competencia.

Around the globe, people leave their homes to better themselves, to satisfy needs, and to care for their families. They also migrate to escape undesirable conditions, ranging from a lack of economic opportunities to violent conflicts at home or in the community. Most studies of migration have analyzed the topic at either the macro level of national and global economic and political forces, or the micro level of the psychology of individual migrants. Few studies have examined the "culture of migration"—that is, the cultural beliefs and social patterns that influence people to move. Cultures of Migration combines anthropological and geographical sensibilities, as well as sociological and economic models, to explore the household-level decision-making process that prompts migration. The authors draw their examples not only from their previous studies of Mexican Oaxacans and Turkish Kurds but also from migrants from Europe, sub-Saharan Africa, the Pacific, and many parts of Asia. They examine social, economic, and political factors that can induce a household to decide to send members abroad, along with the cultural beliefs and traditions that can limit migration. The authors look at both transnational and internal migrations, and at shorter- and longer-term stays in the receiving location. They also consider the effect that migration has on those who remain behind. The authors' "culture of migration" model adds an important new dimension to our understanding of the cultural beliefs and social patterns associated with migration and will help specialists better respond to increasing human mobility.
