A partir del hallazgo de las actas de la junta de facultad de Derecho de la Universidad Central durante la II República, en el Archivo de la Secretaría de aquella Facultad, el autor hace un estudio sobre la enseñanza del Derecho en la Universidad Central en aquel periodo republicano. Comienza con un capítulo introductorio en el que describe cómo aquella Facultad de Derecho -entonces la más importante de España- vivió intensamente desde sus comienzos el conflicto político que se dio durante la República. Seguidamente entra a analizar cómo era la enseñanza del derecho en aquella Facultad, mediante el estudio de los planes de estudio que estuvieron entonces vigentes, cada una de sus cátedras de la licenciatura y del doctorado, su profesorado y sus alumnos, valorando las principales aportaciones que trajo la República a la enseñanza del derecho en aquel periodo. Complementa el estudio con sendos capítulos sobre la sede física de la Facultad en la calle San Bernardo y el nuevo proyecto de la Ciudad Universitaria, así como sobre el gobierno de aquella Facultad de Derecho. Y en un capítulo final describe los avatares de la Facultad y de sus profesores durante la Guerra Civil y el trágico exilio de una parte muy importante de su profesorado. Este estudio histórico-jurídico incluye en apéndice y como primicia la valiosa transcripción completa de las actas de la junta de facultad de Derecho durante la II República, y también un perfil biográfico de los catedráticos de la Facultad de Madrid durante aquel interesante periodo de la Historia de España y de la universidad española.

In this book Tamar Herzog explores the emergence of a specifically Spanish concept of community in both Spain and Spanish America in the eighteenth century. Challenging the assumption that communities were the natural result of common factors such as language or religion, or that they were artificially imagined, Herzog reexamines early modern categories of belonging. She argues that the distinction between those who were Spaniards and those who were foreigners came about as local communities distinguished between immigrants who were judged to be willing to take on the rights and duties of membership in that community and those who were not.

The book addresses in detail local governance in Spain. In recent decades, local governments in Europe have increasingly found themselves under pressure from a multitude of new challenges, such as demographic change, climate change, fiscal austerity policies, digitization, the demand for more citizen participation in local affairs, and the migration crisis in some of them, to name just a few. Consequently, a wave of political and administrative reforms to address these challenges, pressures and problems, has changed local governance in many countries. In part, these changes were the result of reform policies introduced by national and state governments, often triggered by austerity policies, which has become an overwhelming reality for Spanish local governments that have been forced to introduce innovations in local governance. This book aims to give an account of these innovations in local governance in Spain.
