Examine the costs and benefits of fiscal “wars” between Brazilian states Latin American Business examines Brazil’s use of fiscal incentives to attract investors to help remedy disparities in the country’s regional distribution of income. Since the 1990s, individual Brazilian states have taken the initiative in trying to lure domestic and foreign firms to locate within their borders, targeting the automotive industry, textiles, and shoe production. But their efforts have led to mixed results and questions about whether these fiscal wars have been legitimate attempts at regional economic development or simply a distortion in the allocation of resources. This insightful collection of case studies and essays sheds considerable light on the issue. For several generations, the notion has been debated both in advanced industrial countries and in developing countries that regional differences in income will gradually be eliminated as poor regions (where money is scare but labor is not) benefit from the inflow of investments. In reality, this has rarely happened; Latin American Business examines why that has been the case in Brazil. The book’s contributors fuel this continuing debate, analyzing topics that include Bahia’s efforts to attract a Ford plant, the Mercedes-Benz project in Juiz de Fora, the case of Renault in Paraná, fiscal incentive programs in Pernambuco, and the tax incentive policies of Ceará. Em junho de 2017 foi realizado o Seminário Direito, Justiça e Sociedade: perspectiva sobre a pesquisa no Brasil, na Universidade Federal do Amapá, organizado pelos alunos do DINTER, naquele momento já doutores em Direito pela UFMG. O auditório estava lotado e uma equipe de alunos de graduação se desdobrava para garantir o bom andamento da programação do evento, inclusive das comunicações e das palestras dadas pelos recém-doutores. Esse seminário pode ser comparado a uma semente, marca o fim do DINTER, e o nascimento de uma etapa para o Estado do Amapá. Para nós, mais um momento de grande emoção, talvez o maior de todos. Pois vimos nossos alunos, agora amigos queridos, culminarem uma etapa importante de suas vidas, tendo vencido tantos obstáculos e dificuldades. E vimos gerações de novos alunos. Diferentemente daquele primeiro momento de incógnita e quase desconfiança, em que legitimamente eles se perguntavam o porquê de seus professores cursarem o doutorado, no seminário vários alunos comentaram conosco que seus professores tinham se transformado em seus exemplos e que eles desejavam estudar e quem sabe também fazer carreira acadêmica. Esse Estado e esse povo com suas peculiaridades e sabedoria têm muito a oferecer ao País. Desejamos que essa experiência tenha sido somente o início de um processo mais amplo de consolidação da pesquisa científica no Norte, sabedores de que o Brasil ainda amarga uma profunda disparidade regional de condições para a realização dessas atividades, sendo esta a região mais desfavorecida. Acreditamos que a educação tem papel fundamental no desenvolvimento sustentável do Estado do Amapá, por conta de algumas de suas incríveis peculiaridades, entre as quais, a proximidade com países de distintas línguas oficiais, notadamente espanhol, inglês e francês; a forte ligação com a Floresta Amazônica, com os variados povos que a habitam e recursos naturais de grande significado; e a feliz circunstância de ter a capital situada simplesmente na esquina do Rio Amazonas com a Linha do Equador.
