El acoso de ETA a periodistas y medios de comunicación, llegando incluso al asesinato, pretendió imponer desde 1995 un régimen de coacción que impidiese la libre circulación de informaciones y opiniones en el País Vasco y en España. Acabó con la vida y con la libertad de los trabajadores de la palabra. Obligó a otros al exilio para preservar su integridad y la tranquilidad de sus familias. Y trató de acabar con la presencia de diarios, radios y televisiones de ámbito español en Euskadi mediante el ensañamiento contra sus periodistas y delegaciones. ETA anunció la apertura de un “frente” contra la prensa, dentro de su plan victimista para la “socialización del sufrimiento” a través de la “violencia de persecución”, que puso a miles de ciudadanos en la diana del horror. Para ello, la banda terrorista desarrolló toda una teoría sobre el papel de los informadores y sus empresas como “agentes del conflicto”, que no solo apostarían a favor de que continuara el “enfrentamiento armado” entre ETA y el Estado, sino que lo harían siguiendo fielmente las instrucciones del Gobierno de turno como “instrumentos de guerra” y actuando en tanto que “periodistas-policía”. Un relato tan demencial que hoy parece irreal. Este libro trata de aportar claves para desentrañar las pulsiones de ETA contra la prensa y los efectos que causó. Las circunstancias en que remitió aquella amenaza y las heridas que aún continúan abiertas. Porque no nos queda más remedio que seguir narrando un pasado terrorista sobre el que empezamos a escribir demasiado tarde.

The violent Basque separatist group ETA took shape in Franco's Spain, yet claimed the majority of its victims under democracy. For most Spaniards it became an aberration, a criminal and terrorist band whose persistence defied explanation. Others, mainly Basques (but only some Basques) understood ETA as the violent expression of a political conflict that remained the unfinished business of Spain's transition to democracy. Such differences hindered efforts to 'defeat' ETA's terrorism on the one hand and 'resolve the Basque conflict' on the other for more than three decades. Endgame for ETA offers a compelling account of the long path to ETA's declaration of a definitive end to its armed activity in October 2011. Its political surrogates remain as part of a resurgence of regional nationalism - in the Basque Country as in Catalonia - that is but one element of multiple crises confronting Spain. The Basque case has been cited as an ex- ample of the perils of 'talking to terrorists'. Drawing on extensive field research, Teresa Whitfield argues that while negotiations did not prosper, a form of 'virtual peacemaking' was an essential complement to robust police action and social condemnation. Together they helped to bring ETA's violence to an end and return its grievances to the channels of normal politics.

A lo largo de la historia se han dado diferentes formas de ostracismo, de “limpieza de la comunidad” para garantizar su pureza y homogeneidad. Aunque han sido habitualmente los poderes instituidos los que han promovido la expulsión de los individuos, otras veces han sido las propias comunidades las que han ejercido ese despotismo social. Una forma de segregación que, como manifiesta el fenómeno del transterramiento en el País Vasco, puede significar delación, injuria, coacción, denuncia, vigilancia, etc. El transterramiento ha sido uno de los mayores “logros” sociales del terrorismo en Euskadi y Navarra: la cifra de transterrados ha sido tan elevada —y diversa— que resulta imposible cuantificarla; descargó en el individuo particular la decisión de abandonar su lugar de vida, absolviendo a quienes la instigaron y sin generar repercusión social; silenció el padecimiento subjetivo y distorsionó la opinión del transterrado, al mismo tiempo que su victimización fue vista con desconfianza entre sus conciudadanos. En definitiva, el transterramiento permitió al terrorismo de ETA y su entorno desplegar su proyecto etnonacionalista exclusivo y excluyente. Un fenómeno que, pese a su envergadura —y esta es otra de las innumerables razones de su “éxito” e impunidad—, apenas es conocido y reconocido. Este libro, pionero en la cuestión, pretende abordar la dimensión colectiva de un problema que concierne a toda la sociedad y que permita reconocer a los transterrados (que sufrieron empresarios, profesionales, intelectuales, académicos, jueces, fiscales y abogados, políticos, periodistas, policías...) como agente social, para a partir de ahí empezar a reclamar alguna reparación ante tanto daño sufrido.

This book analyses the rise and decline of the Basque terrorist group Euskadi Ta Askatasuna (ETA, Basque Homeland and Freedom). ETA declared a unilateral ceasefire in November 2011, bringing to a close a campaign of political violence that started in the late 1960s. By the beginning of the twenty-first century, the overwhelming majority of secession supporters agreed that an independent Basque homeland would be realised through ‘ballots’ and not ‘bullets’. Providing an inter-disciplinary overview of radical Basque nationalism that pays special attention to the drivers for ETA’s decline, defeat and disbandment, this book includes chapters by historians, political scientists and sociologists who offer three important theoretical and empirical contributions to the literature on nationhood and security studies. Firstly the book re-assesses the military conflict that opposed ETA and the Spanish state, by paying special attention to tactical and strategic considerations as well as the counter-terrorist policy itself. Secondly it provides an original interpretation of the politics of fear which surrounded the process of victimization, as well as assessing the extent to which the issue of violence led to the polarisation of citizens. Thirdly the authors examine the historical narratives and rituals that contributed to the production and reproduction of identity binaries and memories of war. Arguing that the defeat of ETA must be contextualised within the strategic evolution of Basque nationalism, the declining resonance of the radical message and the effectiveness of the Spanish counter-terrorist effort, this book is essential reading for students and scholars working in the areas of European politics, nationalism and terrorism studies.
