"Negative ethnicity" is Koigi wa Wamwere’s name for the deep-seated tensions in Africa that the world has seen flare so terrifyingly. The genocide in Rwanda and "ethnic" killing in the Democratic Republic of Congo, Nigeria, and elsewhere stand out as examples. Wa Wamwere argues that these clashes cannot properly be described as ethnically motivated; ethnicity, a positive distinction, has nothing of the hatred here at work. Negative Ethnicity gives a new picture of the force behind untold deaths on the continent, dispelling the myth of an intractable conflict waged along simple, ancient lines. Negative Ethnicity explains the roots, colonial and pre-colonial, of the current "ethnic" tensions. The culprits are many: chronic poverty, a broken education system, preying dictators, corrupt officials, the colonial legacy of hate, the ongoing exploitation of the West. Modern states have evolved as complex political structures in which unitary forms of government maintain an uncertain equilibrium with ethnically plural societies. Historically, ruling elites have tried with little success to eradicate ethnicity through genocide, bury it under accusations of tribalism, discredit it with the mind-frame of modernization, or confine it to local rather than national political arenas. This broad-ranging volume examines the dynamics of ethnic manipulation and accommodation by dominant and subordinate groups in the state-building process. Ethnicity and the State reflects the widely varying political contexts and cultures in which reasons of state contend with unyielding ethnic allegiances. European, South American, Asian, and Middle Eastern examples reveal a consistent set of themes and attitudes. The authors find that while the state must realize its authority and stability through a strictly defined charter of rights and values, ethnic identity exercises its power more freely and flexibly. The sense of peoplehood may be artificially constructed in response to immediate need, or it may be ancient and organic, growing over time. It has the potential to cut across race, class, and gender. Its central tenets and myths may be reinterpreted, recreated, enlarged upon, or modified as the political situation warrants. Flexibility of belief and the need to identify with a larger group account both for the durability of ethnic loyalty and its vulnerability to manipulation. This volume is particularly timely at a moment when national governments in many parts of the world must face the adoption of more equitable forms of rule to hold their ethnically diverse societies together. Taken together, the analyses presented here warn against institutionalizing ethnic strife and offer a vision of how the state may foster expectations and policies that serve the interests of all ethnic groups within their borders. This book provides a unique description of the identity strategies of stateless ethnic minorities in Poland. It describes and analyses the identity politics carried out by these groups, aimed at obtaining recognition of a separate status from the Polish state (a dominant group) in the symbolic and legal realms. On the one hand, comparative analysis of the activity undertaken by Lemkos, Polish Tatars, Roma, Kashubians, Karaims and Silesians will allow us to present the specifics of each of the communities, resulting from the special nature of their ethnicity. On the other hand, it will show some typical strategies for stateless groups in the field of identity and ethnicity. Critical factors here are processes such as building ethnic borders, dealing with a non-privileged position, striving to achieve recognition for the status quo of a particular identity or politicization of ethnicity. The subjects are mostly indigenous groups, and the lack of legitimacy of emancipation in their own nation-state can determine their status as an ‘in-between’ in the context of ethnic relations in Poland. In the analysis undertaken in the book of the activity of the ethnic groups there are three main contexts: intragroup, state policy and the global discourse of the rights of minorities. They determine the choice of identity strategy and adopted policy of identity. Not without significance is also the historical context, especially the political transformation in Poland after 1989, when Polish state policy towards ethnic minorities changed fundamentally - moving from the mono-national ideology of a socialist state to a pluralistic model of a democratic state. Gathering diverse examples in one volume will allow the reader to become familiar with the complex topic of ethnic relations in the world today, and especially in Central Europe, which is still in the process of change.
