The peoples of Greater Central Asia – not only Inner Asian states of Soviet Union but also those who share similar heritages in adjacent countries like Afghanistan and Pakistan, Iran, and the Chinese province of Xinjiang – have been drawn into more direct and immediate contact since the Soviet collapse. Infrastructural improvements, and the race by the great powers for access to the region’s vital natural resources, have allowed these peoples to develop closer ties with each other and the wider world, creating new interdependencies, and fresh opportunities for interaction and the exercise of influence. They are being integrated into a new, wider economic and political region which is increasingly significant in world affairs, owing to its strategically central location, and its complex and uncertain politics. However, most of its inhabitants are pre-eminently concerned with familial and local affairs. This work examines the viewpoints and concerns of a selection of groups in terms of four issues: government repression, ethnic group perspectives, devices of mutual support, and informal grounds of authority and influence. Responding to a need for in-depth studies concerning the social structures and practices in the region, the book examines trends and issues from the point of view of scholars who have lived and worked "on the ground" and have sought to understand the conditions and concerns of people in rural as well as urban settings. It provides a distinctive and timely perspective on this vital part of the world.

With the collapse of communism, post-communist societies scrambled to find meaning to their new independence. Central Asia was no exception. Events, relationships, gestures, spatial units and objects produced, conveyed and interpreted meaning. The new power container of the five independent states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan would significantly influence this process of signification. Post-Soviet Central Asia is an intriguing field to examine this transformation: a region which did not see an organised independence movement develop prior to Soviet implosion at the centre, it provokes questions about how symbolisation begins in the absence of a national will to do so. The transformation overnight of Soviet republic into sovereign state provokes questions about how the process of communism-turned-nationalism could become symbolised, and what specific role symbols came to play in these early years of independence. Characterized by authoritarianism since 1991, the region’s ruling elites have enjoyed disproportionate access to knowledge and to deciding what, how and when that knowledge should be applied. When the five Central Asian republics gained independence from the Soviet Union in 1991, expectations of violent conflict were widespread. Indeed, the country of Tajikistan suffered a five-year civil war from 1992 to 1997. The factors that the literature on civil wars in general and on the Tajikistan civil war in particular cites as the causes of war were also present in Uzbekistan – but this country had a peaceful transition. Examining this empirical puzzle by isolating the crucial factors that caused war to break out in Tajikistan but not Uzbekistan, this book applies a powerful comparative approach to the broader question of why civil wars occur. Based on fieldwork in both countries, it challenges many common explanations of civil war both generally and in Tajikistan in particular. This includes highlighting the importance of elites’ power perceptions, which have their origins in the interaction of structural-, process-, and network-related variables. Without examining these interactions, macro-structural explanations alone cannot explain the occurrence of civil war in one country and its absence in another. Applying the insights of bargaining theories of war from the literature on international relations to the civil war in Tajikistan, this book will be of interest to students of violent conflict, civil wars, Central Asia and Asian Politics.

Central Asia is a region singularly marked by attempts to transform social life by transforming place. Drawing together established scholars and a new generation of historians, geographers and anthropologists, this volume brings empirical specificity and theoretical depth to debates about the politics of place-making in this diverse region, making an important contribution to Central Asian studies and a distinctive regional comparison to the ‘spatial turn’ in social analysis. More than two decades after the break-up of the Soviet Union, Central Asian republics—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—continue to reexamine and debate whom and what they represent. Nationalism and Identity Construction in Central Asia explores the complex and controversial process of identity formation in the region using a “3D” framework, which stands for “Dimensions”, “Dynamics,” and “Directions” of nation building. The first part of the framework—dimensions—underscores the new and complex ways in which nationalisms and identities manifest themselves in Central Asia. The second part—dynamics—is premised on the idea that nationalisms and identity construction in the Central Asian republics may indicate some continuities with the past, but are more concerned with legitimation of the present power politics in these states. It calls for the identification of the main actors, strategies, tactics, interests, and reactions to the processes of nationalism and identity construction. The third part of the framework—directions—addresses implications of nationalisms and identity construction in Central Asia for regional and international peace and cooperation. Jointly, the chapters of the volume address domestic and international-level dimensions, dynamics, and directions of identity formation in Central Asia. What unites these works is their shared modern and post-modern understanding of nations, nationalisms, and identities as discursive, strategic, and tactical formations. They are viewed as “constructed” and “imagined” and therefore continuously changing, but also fragmented and contested.
