When the five Central Asian republics gained independence from the Soviet Union in 1991, expectations of violent conflict were widespread. Indeed, the country of Tajikistan suffered a five-year civil war from 1992 to 1997. The factors that the literature on civil wars in general and on the Tajikistan civil war in particular cites as the causes of war were also present in Uzbekistan – but this country had a peaceful transition. Examining this empirical puzzle by isolating the crucial factors that caused war to break out in Tajikistan but not Uzbekistan, this book applies a powerful comparative approach to the broader question of why civil wars occur. Based on fieldwork in both countries, it challenges many common explanations of civil war both generally and in Tajikistan in particular. This includes highlighting the importance of elites’ power perceptions, which have their origins in the interaction of structural-, process-, and network-related variables. Without examining these interactions, macro-structural explanations alone cannot explain the occurrence of civil war in one country and its absence in another. Applying the insights of bargaining theories of war from the literature on international relations to the civil war in Tajikistan, this book will be of interest to students of violent conflict, civil wars, Central Asia and Asian Politics.

The southernmost and poorest state of the Eurasian space, Tajikistan collapsed immediately upon the fall of the Soviet Union and plunged into a bloody five-year civil war (1992–1997) that left more than 50,000 people dead and more than half a million displaced. After the 1997 Peace Agreements, Tajikistan stood out for being the only post-Soviet country to recognize an Islamic party—the Islamic Renaissance Party of Tajikistan (IRPT)—as a key actor in the civil war as well as in postwar reconstruction and democratization. Tajikistan’s linguistic and cultural proximity to Iran notwithstanding, the balance of external powers over the country remains fairly typical of Central Asia, with Russia as the major security provider and China as its principal investor. Another specificity of Tajikistan is its massive labor migration flows toward Russia. Out of a population of eight million, about one million work abroad seasonally—one of the highest rates of departure in the world. Migration trends have impacted Tajikistan’s economy and rent mechanisms: half of the country’s GDP comes from migrant remittances, a higher share than anywhere else in the world. However, it is in the societal and cultural realms that migration has had the most transformative effect. Migrants’ cultural and societal identities are on the move, with a growing role given to Islam as a normative tool for regulating the cultural shock of migration. Islam, and especially a globalized fundamentalist pietist movement, regulates both physical and moral security in workplace and other settings, and brings migrants together to make their interactions meaningful and socio-politically relevant. It offers a new social prestige to those who work in an environment seen as threatening to their Islamic identity. The first section of this volume investigates the critical question of the nature of the Tajik political regime, its stability, legitimacy mechanisms, and patterns of centralization. In the volume’s second part, we move away from studying the state to delve into the societal fabric of Tajikistan, shaped by local rural specificities and social vulnerabilities in the health sector and gender relationships. The third section of the volume is devoted to identity narratives and changes. While the Tajik regime works hard to control the national narrative and the interpretation of the civil war, society is literally and figuratively on the move, as migration profoundly reshapes societal structures and cultural values.

In May 1992 political and social tensions in the former Soviet Republic of Tajikistan escalated to a devastating civil war, which killed approximately 40,000-100,000 people and displaced more than one million. The enormous challenge of the Soviet Union’s disintegration compounded by inner-elite conflicts, ideological disputes and state failure triggered a downward spiral to one of the worst violent conflicts in the post-Soviet space. This book explains the causes of the Civil War in Tajikistan with a historical narrative recognizing long term structural causes of the conflict originating in the Soviet transformation of Central Asia since the 1920s as well as short-term causes triggered by Perestroika or Glasnost and the rapid dismantling of the Soviet Union. For the first time, a major publication on the Tajik Civil War addresses the many contested events, their sequences and how individuals and groups shaped the dynamics of events or responded to them. The book scrutinizes the role of regionalism, political Islam, masculinities and violent non-state actors in the momentous years between Perestroika and independence drawing on rich autobiographical accounts written by key actors of the unfolding conflict. Paired with complementary sources such as the media coverage and interviews, these autobiographies provide insights how Tajik politicians, field commanders and intellectuals perceived and rationalized the outbreak of the Civil War within the complex context of post-Soviet decolonization, Islamic revival and nationalist renaissance.

Democracy promotion, security and energy are the predominant themes of US policy in Central Asia after the Cold War. This book analyses how the Bush administration understood and pursued its interests in the Central Asia states, namely Kyrgyzstan, Tajikistan, Kazakhstan, Uzbekistan, Turkmenistan. It discusses the shift in US interests after September 11 and highlights key ideas, actors and processes that have been driving US policy in Central Asia. The author examines the similarities between the Bush and Obama administrations’ attitudes towards the region, and he points to the inadequacy of the personality focused, partisan accounts that have all too often been deployed to describe the two presidential administrations. To understand US Central Asian policy, it is necessary to appreciate the factors behind its continuities as well as the legacies of the September 11 attacks. Using case studies on the war on terror, energy and democracy, drawing on personal interviews with Americans and Central Asians as well as the fairly recent releases of declassified and leaked US Government documents via sources like the Rumsfeld Papers and Wikileaks, the author argues that the US approached Central Asia as a non-unitary state with an ambiguous hierarchy of interests. Traditionally domestic issues could be internationalised and non-state actors were able to play significant roles. The actual relationships between its interests were neither as harmonious nor as conflicted as the administration and some of its critics claimed. Shedding new light on US relations with Central Asia, this book is of interest to scholars of Central Asia, US Politics and International Relations.

Tajikistan is the poorest and only Persian-speaking country among the post-Soviet independent states. Historically, the Tajiks of Central Asia and Afghanistan along with the Persians of modern Iran came from a related ethnic group. The multicultural region of Central Eurasia is living through its early post-independence years and as such serves as an ideal case to study and analyse theories of identity and foreign policy in a non-European context. This book discusses the significance of cultural symbols/‘images’ in the nation-building of Eurasian states that emerged out of the former Soviet Union. It particularly focuses on the cases of Uzbekistan and Kazakhstan in the post-Soviet era and argues that the relationship between nation- and image-building has been particularly relevant for Eurasian states. In an increasingly globalized world, nation-state building is no longer an activity confined to the domestic arena. The situating of the state within the global space and its ‘image’ in the international community (nation branding) becomes in many ways as crucial as the projection of homogeneity within the state. The relationship between politics and cultural symbols/ ‘images’, therefore acquires and represents multiple possibilities. It is these possibilities that are the focus of Symbols and the Image of the State in Eurasia. It argues that the relationship between politics and cultural symbols/ ‘images’, became particularly relevant for states that emerged in the wake of the disintegration of the Soviet Union in Central Asia. It extends the argument further to contend that the image that the state projects is largely determined by its legacy and it attempts to do this by taking into account the Uzbek and Kazakh cases. In the shaping of the post-Soviet future these legacies and projections as well as the policy implications of these projections in terms of governmentality and foreign policy have been decisive.
