En 1951 était inaugurée la Maison de la France d'Outre-mer, devenue en 1973 la Résidence Lucien Paye, à la Cité internationale universitaire de Paris. Depuis 50 ans, près de 10 000 jeunes Africains, venus étudier à Paris, y ont vécu des années décisives de leurs vies. En 2001, à l'occasion du cinquantenaire de l'ouverture de cette Maison et de la fin des travaux de réhabilitation, il a paru opportun de jeter un regard rétrospectif sur cinquante ans de relations entre la France et l'Afrique pour mieux analyser le présent et envisager l'avenir. Des historiens africains - anciens résidents pour la plupart - et des historiens français des universités de Paris, ont été invités à apporter leurs témoignages, partager leurs expériences et confronter leurs analyses. Que pouvait venir chercher (et trouver) en France un étudiant africain en 1951 ? Que peut-il venir chercher (et trouver) en 2001 ? Et demain ? Les témoignages des étudiants africains devenus professeurs des universités en Afrique et aux États-Unis sont particulièrement éloquents et fondent la réflexion. Les contextes successifs de la colonisation, puis de la coopération (et de la " décoopération " risque un des auteurs), comme le régime actuel de partenariat sont évoqués sans complaisance dans leur philosophie générale mais aussi dans leurs difficultés quotidiennes (équivalences de diplômes, visas, problèmes économiques). Au-delà, les auteurs s'interrogent sur la place de l'Afrique, des cadres, des intellectuels et des artistes africains, dans la culture mondiale hier et aujourd'hui. This book describes how the number of international students has grown in 150 years, from 60,000 to nearly 4 million. It examines the policies adopted towards them by institutions and governments round the world, exploring who travelled, why, and who paid for them. In 1860 most international students travelled within Europe; by 2010 the largest numbers were from Asia. Foreign students have shaped the universities where they studied, been shaped by them, and gone on to change their own lives and societies. Policies for student mobility developed as a function of student demand and of institutional or national interest. At different times they were influenced by the needs of empire, by the cold war, by governments' search for soft power, by labour markets, and by the contribution students made to university finance. Along with university students, others travelled abroad to study: trainee nurses, military officers, the most deprived and the most privileged schoolchildren. All their stories are a vital part of the world's history of education and of its broader social and political history.

Throughout the 1960s and 1970s, Ivory Coast was touted as an African miracle, a poster child for modernization and the ways that Western aid and multinational corporations would develop the continent. At the same time, Marxist scholars—most notably Samir Amin—described the capitalist activity in Ivory Coast as empty, unsustainable, and incapable of bringing real change to the lives of ordinary people. To some extent, Amin’s criticisms were validated when, in the 1980s, the Ivorian economy collapsed. In African Miracle, African Mirage, Abou B. Bamba incorporates economics, political science, and history to craft a bold, transnational study of the development practices and intersecting colonial cultures that continue to shape Ivory Coast today. He considers French, American, and Ivorian development discourses in examining the roles of hydroelectric projects and the sugar, coffee, and cocoa industries in the country’s boom and bust. In so doing, he brings the agency of Ivorians themselves to the fore in a way not often seen in histories of development. Ultimately, he concludes that the “maldevelopment” evident by the mid-1970s had less to do with the Ivory Coast’s “insufficiently modern” citizens than with the conflicting missions of French and American interests within the context of an ever-globalizing world.
