Belarus is perhaps the least changed of all the former Soviet states, with its authoritarian regime, non-liberalized economy and close links with Russia. Yet following enlargement of the European Community it will be an immediate neighbor and a major crossing-point between east and west, whether for people, drugs or energy supplies. This book looks at Belarus s checkered history since independence, its internal development and international relations, and considers prospects for change both before and after enlargement, with recommendations on how the European Union might best respond. Contributors include a wide range of academics and officials, professionals and practitioners, from Belarus, EU countries and beyond.

Seminar paper from the year 2010 in the subject Politics - Topic: European Union, grade: 2,0, European University Viadrina Frankfurt (Oder), course: CSFP-Northern and Eastern Dimensions of the EU, language: English, abstract: Belarus became a dictatorship shortly after the young democracy there failed. Among different reasons of it not to be underestimated is the economic crisis that time and the lack of the national consciousness of Belarusians. Both made it easier to introduce violence, force order and stability mainly due to the fact that democracy was associated first of all with anarchy and empty shelves in shops. The intense relationship with Russia, mainly due to economic dependence and the Soviet tradition, caused an exclusion Belarus’ in Europe and also a self-exclusion of the Belarusians. After several years of minimal contacts between Belarus and the West, there has been an increased interest in the region to be observed. The lesson from the past has shown that isolation and political/economic pressure do not work in case of Belarus, so that the “Serbia scenario” cannot be repeated. The main reasons for an increased interest in Belarus are the Eastern enlargement of the European Union and the importance of resources, mainly gas and oil, flowing through the Republic from Russia. Next to the realistic approach that includes also the border zone pragmatism, there are also idealistic reasons to be taken under consideration. The aspirations of the new member states in Central Europe and the believe of the EU that a stabile, accountable neighborhood can be assured only through building democracy in the country made up the decision of the EU to intensify the democratization processes in Belarus.

This book provides a broad geopolitical and legal analysis of the longer-term dispute between the Belarusian regime and the European Union, played out through conflict on the Polish–Belarusian border, which started in 2021. Although Poland finds itself at the center of this conflict, the book covers all countries whose territorial integrity has been affected, revealing a Belarusian regime taking advantage of the refugee crisis as a tool of hybrid warfare for destabilizing the political situation. As such, it also examines the role of Russia and its influence by means of its Belarusian neighbor, exposing the underlying motivations and mechanisms used by the Lukashenko regime towards the European community. This book will be of key interest to scholars and students of Central and Eastern European politics, EU politics, migration politics/studies, global governance, human rights, crisis management and, more broadly, to international relations, security studies, and international law. Chapter 5 of this book is freely available as a downloadable Open Access PDF at www.taylorfrancis.com, has been made available under a Creative Commons Attribution-Non-Commercial-No Derivative Licence (CC-BY-NC-ND) 4.0 license.

Based on the diverging interests of Germany and Poland as influential members of the European Union on the Eastern Partnership (EaP), the contributions in the anthology analyse specifics and current problems of the states in EU’s Eastern neighbourhood. By including the interests of Russia and the USA, which go beyond the EU, the geostrategic implications of these relations for the Eurasian region will also be highlighted. The studies of renowned German and Polish experts represent the results of individual research and bilateral exchange on the current state of EU’s relations towards its Eastern neighbours.

Belarus is an isolated country dominated by one man. Few tourists go there despite its fascinating, cultured past and beautiful countryside. Belarussians are friendly and hospitable yet they rarely have the chance to speak their minds and are deprived of access to unbiased information. They have been removed from the flow of European history by a tyrannical regime described by Condoleezza Rice, the former US Secretary of State, as 'the last dictatorship in Europe'. The people of Belarus were not ready for independence in 1991 and were misled into believing that the young, unsophisticated Alexander Lukashenko would lead them into a bright future. Instead he foisted upon them a dictatorship little different from what they had known before. Bennett's book tracks the history of Belarus from the collapse of the Soviet Union to the eventual establishment of dictatorship in 2006. It takes the reader through the excitement and mistakes of the first presidential election in 1994, undemocratic referenda and elections, suspicious disappearances of critics of the regime and the suppression of opposition. It ends with a close look at the enigmatic Alexander Lukashenko and hazards a guess as to how his regime will end. Belarus deserves to be better known; this book pulls back the curtain
