"The Council Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) has been described as the 'most complex piece of legislation in EU history'. Entering into force on 1 June 2007, the Regulation constitutes the basic law for any business involved in chemical substances in the European Union. It is meant to improve the protection of human health and the environment, as well as the enhancement of innovation and competitiveness of the chemical industry in the EU. In accordance with the REACH Regulation importers and manufacturers are required to gather information on the properties of their chemical substances and to register the information in a central database operated by the European Chemicals Agency (ECHA) based in Helsinki. This handbook covers all the relevant issues from initial registration of chemical substances to the final enforcement of the obligations under the Regulation."--Bloomsbury Publishing.

Chemicals play an important role in everyday life. However, some chemicals are highly toxic and need to be regulated. In 1976, Congress passed the Toxic Substances Control Act (TSCA) to authorize the Environmental Protection Agency (EPA) to control chemicals that pose an unreasonable risk to human health or the environment, but some have questioned whether TSCA provides EPA with enough tools to protect against chemical risks. Like the United States, the European Union (EU) has laws governing the production and use of chemicals. The EU has recently revised its chemical control policy through legislation known as Registration, Evaluation and Authorization of Chemicals (REACH) in order to better identify and mitigate risks from chemicals. Many European Union Directives seek to minimize the potential for harm to humans and the environment arising from the use of chemicals. This book takes an interdisciplinary, selective look at the effector mechanisms employed in such directives. It covers the pre-marketing use of toxicology to identify the hazardous properties of chemicals, acknowledging its shortcomings, while contrasting the scientific method with the precautionary principle in developing risk-management practices. The book then goes on to describe the use of bio-indicators, chemical analyses and mathematical modelling for prediction, or to determine the adequacy of chemical safety legislation. The environmental risk assessment of priority chemicals is described and the impact of pesticides on sustainability in agriculture is discussed from the differing standpoints of agronomy and economics. Audience: All professionals concerned with the safe management of chemicals and their use, including teachers, practitioners, policy makers or legislators.

Sammelband aus dem Jahr 2018 im Fachbereich Jura - Europarecht, Völkerrecht, Internationales Privatrecht, , Sprache: Deutsch, Abstract: Chemicals legislation is quite a vivid regulatory arena. As is the case in the science of Chemistry itself, there is also no standstill in chemicals legislation. Most of the relevant regulations are subject to chronic revisions. In order to keep up with the actual legislation beyond the efforts of a looseleaf-binder the series. CSL: Consolidated Substances Legislation has been created. It offers a firm outline regarding the different fields of substances legislation (besides the general substances legislation like REACH also cosmetics legislation, etc.) and provides users with the relevant legislative texts in an actual and consolidated manner. I.e. starting from the original regulation all modifications can be found at their respective position within the legal text. Therefore, the need for a detailed compilation of each and any corrigendum, amendment and adaptation to the technical progress can be reduced to a minimum. The area of substances legislation is both a fascinating and demanding legal field that can hardly be compared to any other, as its regulations create direct effects on everyone. The series CSL offers a new access to its origins (cf. www.merenyi.net).

Consumer and environmental protection depend on the careful regulation of all classes of chemicals. Toxicology is the key science used to evaluate safety and so underpins regulatory decisions on chemicals. With the growing body of EU legislation involved in chemical regulation, there is a concomitant need to understand the toxicological principles underlying safety assessments. Regulatory Toxicology in the European Union is the first book to cover regulatory toxicology specifically in Europe. It addresses the need for a wider understanding of the principles of regulatory toxicology and their application and presents the relationship between toxicology and legislative processes in regulating chemical commodities across Europe. This title has a broad scope, covering historical and current chemical regulation in Europe, the role of European agencies and institutions, and also the use of toxicology data for important classes of chemicals, including human and veterinary medicines, animal feed and food additives, biocides, pesticides and nanomaterials. This book is therefore extremely pertinent and timely in the toxicology field at present. This book is an essential reference for regulatory authorities, industrialists, academics, undergraduates and postgraduates working within safety and hazards, toxicology, the biological sciences, and the medicinal and pharmaceutical sciences across the European Union.
