This book brings together academics, members of European institutions, and regional and national level policymakers in order to assess the performance and direction of EU Cohesion policy against the background of the most significant reforms to the policy in a generation. Responding to past criticisms of the effectiveness of the policy, the policy changes introduced in 2013 have aligned European Structural and Investment Funds with the Europe 2020 strategy and introduced measures to improve strategic coherence, performance and integrated development. EU Cohesion Policy: Reassessing performance and direction argues that policy can only be successfully developed and implemented if there is input from both academics and practitioners. The chapters in the book address four important issues: the effectiveness and impact of Cohesion policy at European, national and regional levels; the contribution of Cohesion policy to the Europe 2020 strategy of smart, sustainable and inclusive growth; the importance of quality of government and administrative capacity for the effective management of the Funds; and the inter-relationships between institutions, territory and place-based policies. The volume will be an invaluable resource to students, academics and policymakers across economics, regional studies, European studies and international relations.

Preface–Introduction 1 Dietmar Scholich The various regions within the European Union are marked by a high degree of disparity with regard to economic performance and productivity, and with respect to their labour markets. The intention underlying the EU’s concept of ‘territorial cohesion’ is to reduce these differences and imbalances and, at the same time, to ensure more balanced spatial development throughout the EU. Territorial cohesion – for which the German language uses two slightly different terms, “territoriale Kohäsion” and “territorialer Zusammenhalt” – has to be seen as a general term encompassing a number of different components. In addition to redressing disparities and spatial imbalances, this concept aims to improve territorial integration and to promote co-operation among EU regions. In striving to bring about territorial cohesion, due account must be taken of the diversity of the European continent, and consideration should be given to the advantages and disadvantages each area exhibits. Among the special challenges to be faced are the concentration of population and economic activity in what has come to be known as the Pentagon, the process of EU enlargement, and the severe imbalances which exist between the major centres of population and other parts of the EU territory. Against this background, it was only right and proper that territorial cohesion should be included in the draft of the Treaty establishing a Constitution for Europe (Article I-3), which lists economic, social, and territorial cohesion as being among the Union’s objectives.

There is a strong international dimension to spatial planning. European integration strengthens interconnections, development and decision-making across national and regional borders. EU policies in areas such as environment, transport, agriculture or regional policy have far-reaching effects on spatial development patterns and planning procedures. Planners in the EU are now routinely engaged in cooperation across national borders to share and devise effective ways of intervening in the way our cities, towns and rural areas develop. In short, the EU has become an important framework for planning practice, research and teaching. Spatial planning in Europe is being ‘Europeanized’, with corresponding changes for the role of planners. Written for students, academics, practitioners and researchers of spatial planning and related disciplines, this book is essential reading for everybody interested in engaging with the European dimension of spatial planning and territorial governance. It explores: spatial development trends and their influence on planning the nature, institutions and actors of the European Union from a planning perspective the history of spatial planning at the transnational scale the planning tools, perspectives, visions and programmes supporting European cooperation on spatial planning the territorial impacts of the Community’s sector policies the outcomes of European spatial planning in practice.

This book examines some of the evolving challenges faced by EU regional policy in light of enlargement and to assess some of the approaches and trends in terms of territorial development policy and practice that are emerging out of this process. Focusing on the experiences on Central and Eastern Europe, these chapters reflect on the diversity of approaches to spatial planning and the the politics of policy formation and multi-level governance operations – from local to trans-national agendas. Promoting increased awareness and understanding of these issues is the main purpose of the book, as well as harnessing the extensive capacity and ‘knowledge’ within these countries that can greatly enrich the discourse within an enlarged ‘epistemic community’ of European spatial planning academics, practitioners and policy-makers. The recently acquired CEE dimension provides a unique opportunity to examine the evolution of existing ‘epistemic communities’ as well as to explore the potential emergence of new ones..

Eu Cohesion Policy And European Integration written by John Bachtler and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-04-22 with Political Science categories.
EU Cohesion policy accounts for a major share of the EU budget and is central to economic and social development in many European countries. This book provides a comprehensive and theoretically-informed analysis of how Cohesion policy has evolved over time, in particular the budgetary and policy dynamics of the 2007-13 reform. In the context of the budgetary politics of the EU, the book examines the process by which the reform of Cohesion policy has been shaped; it identifies the key factors that explain the allocation of funding, assesses the roles of the Member States, European Commission and European Parliament, and tests whether the process and outcome are consistent with the expectations of EU decision-making and integration theories. Based on extensive, EU-wide research over a ten-year period, the book provides new insights into both the process and outcomes of EU policy reform. Presenting original research in an accessible format, this book will be of interest to scholars as well as undergraduate and postgraduate students in the fields of European integration and policy studies.
