This book contributes to the literature on the EU’s role in the international system by engaging with the debates on global actorness and mapping new conceptual and theoretical avenues to better understand how agency and power are exerted at the global and regional levels, in a context of increased contestation of the international liberal order. Organised around three main lines, the book first looks at how the EU positions itself internationally in different policy areas, providing a multi-dimensional reading of EU policies, instruments, and practices; secondly, it engages with the EU’s own perspective toward its regional contexts and with the perspectives of regional actors on the EU; and, thirdly, it explores non-European perspectives on EU actorness, as the way the EU is perceived by others in this system of contested leadership is central to how it is understood in terms of policies, instruments, and overall capability to lead and act as a global power.

This book elaborates on the assumption that the European Union (EU) actorness might be shifting from normative to geopolitical and strategic focus. Over the past few years, the EU has faced growing challenges such as disruptions in its vicinity, diffusion of global power, and renewed geopolitical competition. These external pressures have significantly impacted the EU, prompting it, among other measures, to announce a “Geopolitical Commission.” Academic literature has acknowledged the EU’s shift from normative power to an increasingly geoeconomic and geopolitical approach. However, the notion of geopolitical actorness warrants closer scrutiny of its implications on foreign policy. This edited volume critically examines the EU’s evolving strategy in a changing world. Although culture is increasingly recognised as a relevant focus of scholarly analysis, the European Union (EU) has not yet been examined as a global cultural power. This book delves into the topic of the European climate diplomacy and the ways it is performed, both internally in terms of constructing a negotiating position, and externally in regards to how the European Union (EU) as a whole exports this position at the international level. To do that, the analytical framework is built around two major pillars: first, the literature on European public policy, specifically regarding policymaking, and second, the Normative Power Europe approach. Aiming to test whether European climate diplomacy actually works, the book utilizes two examples/case studies, namely the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO). The selection of these examples is based on an array of rationales, but the main reason is that both international organizations (IOs) do not contribute (at least their fair share) in the global efforts of tackling climate change. The book thus showcases the strategically driven efforts of the EU as whole to export its climate norm to these two IOs. It argues that, if it weren’t for the EU, these two organizations would not have been active in negotiating on climate change issues to such extent.
