In light of a lack of comparable data on the respect, protection and fulfilment of the fundamental rights of lesbian, gay, bisexual and transgender (LBGT) persons, the EU Agency for Fundamental Rights launched in 2012 its online survey of LGBT persons' experiences of discrimination, violence and harassment. The survey results provide valuable evidence of how LGBT persons in the EU and Croatia experience bias-motivated discrimination, violence and harassment in different areas of life, including employment, education, healthcare, housing and other services. The findings show that many hide their identity or avoid locations because of fear. Others experience discrimination and even violence for being LGBT. Most, however, do not report such incidents to the police or any other relevant authority. By highlighting and analysing the survey results, this report, together with the accompanying EU LGBT survey main results report, will assist the EU institutions and Member States in identifying the fundamental rights challenges facing LGBT people living in the EU and Croatia. It can thereby support the development of effective and targeted European and national legal and policy responses to address the needs of LGBT persons and ensure the protection of their fundamental rights.

Trans persons, or those whose gender identity and/or gender expression differs from the sex assigned them at birth, face frequent discrimination, harassment and violence across the European Union (EU) today. This reality triggers fears that persuade many to hide or disguise their true selves. This report examines issues of equal treatment and discrimination on two grounds, namely sexual orientation and gender identity. It analyses data on the experiences of 6,579 trans respondents from the EU Lesbian, gay, bisexual and transgender (LGBT) survey, the largest body of empirical evidence of its kind to date. In this analysis, FRA found that, with few exceptions, trans respondents indicate the highest levels of discrimination, harassment and violence among LGBT subgroups. Equal and full social participation of all without discrimination is a precondition for inclusive and cohesive societies. In this regard, the survey results depict a disturbing reality. They show that the equality of trans persons is, as yet, a hard-to-reach goal. Still, this report comes at a time when a growing number of EU Member States are taking steps to promote and protect the fundamental rights of trans persons. The evidence collected and analysed from this survey should serve politicians and policy makers as they strive to craft legislation, policies and strategies that better safeguard those rights.

FRA’s second survey on LGBTI people in the EU, North Macedonia and Serbia surveyed almost 140,000 participants. This technical report presents a detailed overview of the survey methodology used by FRA when collecting the survey data. The EU LGBTI II survey is a large-scale web-administered survey of the experiences and views of lesbian, gay, bisexual, transgender and intersex (LGBTI) individuals, using an anonymous online questionnaire. The survey was conducted between 27 May and 22 July 2019 via the platform www.lgbtisurvey.eu and collected valid responses from 139 799 participants from the European Union (EU) Member States, North Macedonia and Serbia. The survey provides comparative evidence on how LGBTI people in the EU experience discrimination, violence and harassment in various areas of life, including employment, education, healthcare, housing and other services. The aims of the survey were (1) to obtain data that would allow a better understanding of how LGBTI people experience the enjoyment of fundamental rights and would provide policymakers and key stakeholders with research evidence that could be used to assess the implementation and impact of law and policy and to address gaps in the protection of rights; (2) to detect trends by identifying changes over time with respect to the results of the first LGBT survey (2012); (3) to further develop research methodologies for online survey tools; (4) to deliver to stakeholders, civil society and the wider public research evidence and data that could be valuable in raising awareness of fundamental rights and could contribute to promoting LGBTI equality and improving the situation on the ground.

The findings confirm that generally, most LGBTI people hide their identities for fear of discrimination or worse and have legitimate concerns about their safety, especially in public spaces, but also in their own homes. The survey indicates that the majority of LGBTI people are not involved in LGBTI movements and have limited knowledge of their rights and how to exercise them. Many are on the receiving end of offensive jokes, insults, abusive language, and expressions of hatred. Discrimination in the workplace and in the health care and education systems remains common, and incidents of exclusion and harassment are widespread.
