Após uma vacância de mais de vinte anos, no final do recente ano de 2020, José Luiz Borges Horta defendeu a tese intitulada Dialética do Poder Moderador; Ensaio de uma Ontoteleogia do Estado do Brasil, conquistando aquela histórica e tradicional Cátedra, agora mais propriamente nomeada Cátedra de Teoria do Estado. Passados dois anos dessa defesa de tese de titularidade, urge celebrar o vigor e o esplendor de seus legados e destinos.
