Studienarbeit aus dem Jahr 2000 im Fachbereich Politik - Region: Westeuropa, Note: 1,0, Albert-Ludwigs-Universität Freiburg, Sprache: Deutsch, Abstract: Das „Europa der Regionen“ ist von Deutschland aus zu einem Schlagwort geworden, welches in der europäischen Politik und in den wissenschaftlichen Debatten über die Zukunft der EU seit den 80er Jahren eine große Rolle spielt. Was sich hinter diesem Begriff verbirgt ist durchaus kein einheitliches Konzept, sondern wird auf verschiedenste Weise verstanden. Die radikalste Interpretation geht von der zukünftigen Ablösung der Nationalstaaten durch die Regionen aus. Diese Idee der Regionen als Bausteine der EU an Stelle der Staaten ist, vom heutigen Stand der Entwicklung als utopisch zu bewerten. Aber auch die Unterstützung des Integrationsprozesses durch interregionale Zusammenarbeit, die in Europa in vielfältigen Formen zu finden ist, läßt sich unter den Begriff eines „Europa der Regionen“ fassen. Der wohl realistischste und von den meisten vertretene Ansatz ist, dass die Regionen in Zukunft als eigenständige Akteure im europäischen Mehrebenensystem die dritte Ebene bilden werden. In der folgenden Betrachtung sollen der erste Ansatz, weil utopisch, und die Ebene der interregionalen Kooperation weitgehend außer Acht gelassen, und der Versuch unternommen werden sich den Regionen als dritte Ebene anzunähern. Ein weiteres definitorisches Problem ergibt sich aus der Frage nach der Bedeutung des Begriffs der Regionen. Sie ist vieldeutig und vielschichtig. Eine „Region“ kann im globalen System mehrere Staaten umfassen, also eine Weltregion darstellen z.B. die EU als Ganzes ist eine Weltregion, ein Staat kann auch gleichzeitig Region sein z.B. Luxemburg oder eine Region bildet innerhalb eines Staates eine territoriale Untereinheit. Hier soll die Bedeutung zugrunde gelegt werden, die, die Regionen innerhalb eines „Europa der Regionen“ definiert als „diejenigen territorialen Einheiten als Region bezeichnet, die unmittelbar unterhalb der Zentralregierung, aber über der kommunalen Ebene angesiedelt sind, die für die territoriale Organisation der Verwaltung von Bedeutung sind und in deren Rahmen Entscheidungsträger, die nicht unmittelbar dem Zentralstaat angehören, bestimmte Aufgaben wahrnehmen.“ Regionen sind somit z.B. die deutschen Länder, die belgischen Regionen und Gemeinschaften, die spanischen Autonomien, aber auch die griechischen mit wenig Kompetenzen ausgestatteten Verwaltungseinheiten.

In der aktuellen Finanzkrise mit ihren j ngst verabschiedeten Programmen zur Konjunkturstimulanz wird seitens der deutschen Politik angestrebt, u.a. durch Investitionen in die teilweise seit Jahren vernachl ssigte Infrastruktur von Bund, L ndern und Kommunen der schwierigen Wirtschaftslage aktiv entgegenzutreten. Schnell sind dabei sowohl einzelne Politiker als auch interessierte Kreise aus Beratungsunternehmen, Banken oder Bauindustrie mit ihren Forderungen bei der Hand nach st rkerer Verwendung der von ihnen offenkundig fast schon als "Allheilmittel" gepriesenen Finanzierungsmethode "Public Private Partnership" oder eingedeutscht " ffentlich-Private Partnerschaft." Der Autor Michael Klabe hat das Thema Public Private Partnership und seine Geeignetheit zur L sung der Finanzprobleme Europ ischer Regionen schon im Jahre 2005 in der vorliegenden Studie genauer unter die Lupe genommen. Er hat dabei die Situationen in den NUTS-Regionen Schottland und Nordrhein-Westfalen miteinander verglichen. Seine Schlussfolgerung nach gr ndlicher Abw gung der Vor- und Nachteile dieser Finanzierungsmethode f r die notleidenden Regionen und ihre Kommunen l sst sich auf die pr gnante Aussage eines zeitweiligen schottischen Kollegen reduzieren: "PPP/PFI is a short-term fix for a long-term problem." Insgesamt ergeben sich nach Auffassung des Autors, der im Hauptberuf Pr fer bei der externen Finanzkontrolle ist, bei Public Private Partnerships zu viele Kritikpunkte, um von einer nachhaltigen L sung f r klamme ffentliche Haushalte zu sprechen.

Zur Charakterisierung der Politik im deutschen Bundesstaat werden seit Ende der 1960er Jahre vor allem zwei Begriffe verwendet, die die Entwicklungstendenzen des bundesstaatlichen Ordnungsprinzips am ehesten beschreiben: Politikverflechtung und F”deralismus. Im Rahmen der Koordination und Kooperation der verschiedenen staatlichen Akteure ist ein komplexes Netzwerk von sich berschneidenden Zust„ndigkeiten, Koordinationsmustern sowie formellen und informellen Mitsprachebefugnissen entstanden. Vor dem Hintergrund des voranschreitenden europ„ischen Integrationsprozesses stellt sich fr die bundesdeutschen L„nder die Frage, wie sie auf die Europapolitik des Bundes und auf die politischen Entscheidungen, die auf europ„ischer Ebene getroffen werden, Einfluss nehmen k”nnen. Im Mittelpunkt steht dabei stets die Intention, den durch den europ„ischen Integrationsprozess erlittenen Kompetenzverlust auszugleichen und m”glichst das Heft des Handelns in der Hand zu behalten. Trotz ihrer Bemhungen mssen die L„nder eine wachsende Limitierung ihres eigenst„ndigen Handlungs- und Gestaltungsspielraums hinnehmen, wobei die Landesparlamente in besonderer Weise betroffen sind. Der Umstand, dass der bundesdeutsche F”deralismus das zwischen Nationalstaat und Europ„ischer Union bestehende Zwei-Ebenen-System um eine dritte subnationale Ebene erweitert, und die Frage, welche Konsequenzen dies fr die Beteiligungsm”glichkeiten der L„nder am europ„ischen Entscheidungsprozess hat, liegen dieser Arbeit zugrunde.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity.
