This book focuses on issues that are relevant for the Euro-Mediterranean Partnership. The depth and the extension of the current political crisis in the area have changed the perspectives of conventional Euro-Mediterranean integration policies. The book provides the grounds for new patterns of analysis and addresses policy guidelines which are able to respond to the dramatic challenges that Mediterranean regions are facing. By implementing a multidisciplinary approach, the volume uncovers the structural determinants of migrations in the area: territorial and social imbalances, climate change, unemployment, weak institutions, poor governance, lack of efficient redistributive policies. Each chapter proposes innovative and rich analyses of the socio-economic conditions of all Mediterranean countries. The prevailing evidence suggests that while the North-South imbalances still persist inside the basin, the recent world economic and financial crises have deepened social, intergenerational and gender inequalities. These inequalities cross all territories both nationally and internationally and affect the living conditions of large segments of population in Southern and Eastern Mediterranean countries. To bridge these gaps it is necessary to strengthen territorial cohesion, reduce income differentials, and improve the access of marginal areas to basic infrastructure. These long term goals can be achieved through an inclusive development model for which young people and women can enjoy the same opportunities of education and work. Offering innovative and practical guidelines for future programs and policies, this book is essential reading for policy makers, researchers at policy think tanks as well as academics and post graduate students of Mediterranean studies and Economic Policy. How did free trade emerge in early-modern times? How did the Mediterranean as a specific region – with its own historical characteristics – produce a culture in which the free port appeared? What was the relation between the type of free trade created in early-modern Italy and the development of global trade and commercial competition between states for hegemony in the eighteenth century? And how did the position of the free port, originally a Mediterranean ‘invention’, develop over the course of time? The contributions to this volume address these questions and explain the institutional genealogy of the free port. Free Trade and Free Ports in the Mediterranean analyses the atypical history and conditions of the Mediterranean region in contradistinction with other regions as an explanation for how and why free ports arose there. This volume engages with the diffusion of free ports from a Mediterranean to a global phenomenon, whilst staying focused on how this diffusion was experienced in the Mediterranean itself. The process of economic change, from foraging to farming, involved one of the main transformations in human behavior patterns. More than any other type of environment, with the possible exception of mountains, the sea has been understood since antiquity as being immovable to a proverbial degree. Yet it was the sea's capacity for movement – both literally and figuratively through such emotions as fear, hope and pity – that formed one of the primary means of conceptualizing its significance in Late Antique societies. This volume advances a new and interdisciplinary understanding of what the sea as an environment and the pursuit of seafaring meant in antiquity, drawing on a range of literary, legal and archaeological evidence to explore the social, economic and cultural factors at play. The contributions are structured into three thematic parts which move from broad conceptual categories to specific questions of networks and mobility.
