La literatura científica que se ha generado sobre la integración de Europa suele centrarse en investigaciones realizadas desde poco después de finalizar la II Guerra Mundial en los ámbitos social, político y económico. Este libro, basado en la tesis doctoral del autor, incorpora un enfoque dirigido a entender cómo se están construyendo socialmente la inteligencia artificial, la robótica autónoma y el big data, como estilo tecnológico de la Unión Europea. La investigación se aborda desde narrativas procedentes de la tecnología, la medicina, la industria, la economía, la legislación, la ética y la política, la cual responde a cuestiones que ayudan a comprender qué es Europa, así como a razonar o imaginar la historia de su futuro en un contexto global. Europa es una potencia en sectores como la aeronáutica y la automoción al igual que en la robótica convencional, dado que produce más de la cuarta parte de los robots a nivel global. Estos ámbitos de la fabricación son tractores de la economía que están muy relacionados con la Inteligencia Artificial, y por lo tanto, favorecen la innovación de la robótica inteligente o autónoma con la que encabezar la digitalización de la industria mundial. Asimismo, la Unión Europea ha demostrado con los Programas Marco de investigación y desarrollo tecnológico desplegados desde 1984, y más recientemente con la estrategia «AI Made in Europe», encontrarse fuerte para competir con otras potencias. Una estrategia que más allá de estar diseñada para aumentar las capacidades de una economía digitalizada, inteligente, innovadora y sostenible, trata de colmar las necesidades de los europeos con una Inteligencia Artificial ética, segura y centrada en el ser humano, una IA fiable para Europa que apoye la fuerza de las empresas y de la administración, del mundo académico y de la comunidad científica y tecnológica. Unas fortalezas que impulsen un joven Mercado Único Digital, favorecido tanto por la decisión de la Comisión Europea de eliminar los obstáculos a la libre circulación de los datos de carácter no personal en el Espacio Económico Europeo, como por el impulso a la computación de alto rendimiento y la nube de la ciencia abierta. Decisiones políticas encaminadas a potenciar la innovación en la economía de los datos que, sin duda, fomentarán la integración de Europa. Un proceso, aún inacabado, que comenzó poco después de finalizar en 1945 la última gran guerra europea, con unas narrativas sociales, políticas y económicas que afianzaron la paz, la solidaridad y la reconciliación entre los Estados y que representaron el ideal de la democracia, del progreso y de la modernidad social. No obstante, a lo largo de la historia surgieron algunas dificultades sobre sus planteamientos constitutivos que dieron lugar a crisis existenciales y de identidad, y a la necesidad de crear nuevas narrativas para impulsar su integración y la cohesión de los europeos conviviendo en una Europa unida en la diversidad. Esta investigación responde a cuestiones, como por ejemplo: ¿Por qué la Comisión Europea se decantó por promover la traducción automática de idiomas y cuándo y por qué se incorporó la Inteligencia Artificial? ¿Quién o qué sería el responsable legal de los posibles errores de un robot o un softbot en los casos de diagnosticar erróneamente una enfermedad o emitir un tratamiento médico quizá fatal? ¿En qué ámbitos es importante la economía de los datos? ¿Existe algún marco jurídico o ético que regule la Inteligencia Artificial, la Robótica Autónoma y el Big Data en la Unión Europea? ¿En qué situación se encuentran estas tecnologías en Europa frente a países como China y Estados Unidos? ¿Qué tipo de narrativa tecnológica podría inducir un imaginario colectivo de «Más Europa» unida en la diversidad?

Conventional wisdom suggests that partisanship has little impact on voter behavior in Brazil; what matters most is pork-barreling, incumbent performance, and candidates' charisma. This book shows that soon after redemocratization in the 1980s, over half of Brazilian voters expressed either a strong affinity or antipathy for or against a particular political party. In particular, that the contours of positive and negative partisanship in Brazil have mainly been shaped by how people feel about one party - the Workers' Party (PT). Voter behavior in Brazil has largely been structured around sentiment for or against this one party, and not any of Brazil's many others. The authors show how the PT managed to successfully cultivate widespread partisanship in a difficult environment, and also explain the emergence of anti-PT attitudes. They then reveal how positive and negative partisanship shape voters' attitudes about politics and policy, and how they shape their choices in the ballot booth.
