Das Buch analysiert die Entscheidung deutscher und italienischer Spitzenpolitiker, nach 1945 auf nationale Souveränitätsrechte zu verzichten, um die Integration Europas voranzutreiben, in Abhängigkeit vom erfahrungsgesättigten Epochenbewusstsein der Zeit. Im Zentrum stehen die Um-1880-Geborenen, jene Alterskohorten, die das gesamte „Katastrophenzeitalter“ des 20. Jahrhunderts bewusst erlebten, maßgeblich durch die Faschismuserfahrung in beiden Ländern geprägt waren und nach 1945 den Prozess der europäischen Einigung vorantrieben. Vielfach mit dem Nationalstaat als scheinbar unterhintergehbaren Rahmen politischer Ordnung sozialisiert, waren sie es, die nach 1945 die europäische Integration einleiteten, die den Nationalstaat als Kategorie politischer Ordnung erodieren ließ. Der Band kombiniert biographie- und generationengeschichtliche Längsschnittanalysen mit mentalitätsgeschichtlichen Querschnitten, um das Handeln politischer Akteure aus historischem Bewusstsein in beiden Ländern zu rekonstruieren. Die aus den Erfahrungen des 20. Jahrhunderts resultierenden individuellen und kollektiven Lernprozesse werden dabei ebenso sichtbar wie kultur- und erfahrungsgeschichtliche Konvergenzen und Divergenzen im deutsch-italienischen Verhältnis.

The personalization of politics, whereby politicians increasingly become the main focus of political processes, is a prominent phenomenon in modern democracies that has received considerable scholarly attention in national politics. However, little is known about the scope, causes and consequences of personalization in European Union politics, although recent institutional and political developments suggest that such a trend is underway. This book sheds light onto this phenomenon by taking a comprehensive approach to understanding four key dimensions of personalization concerning institutions, media, politics, and citizens. In doing so, it relies on an innovative longitudinal and cross-country comparative research design and applies multiple methods. It argues that institutional personalization is a necessary but not sufficient pre-condition for media to increasingly report about individual politicians. It shows that media personalization fluctuates across country and over time, while Members of the European Parliament increasingly engage in personalized legislative and communicative behaviour. These developments are conditional upon domestic media and electoral systems and have limited effects on citizen attitudes and political awareness. The book concludes that as additional political actors gain formal individual responsibilities, European Union politics also becomes more complex to disentangle. Ultimately, institutions provide more effective cues than individual politicians both for media to inform citizens about European Union politics and for the latter to acquire information that may help them understand and evaluate European Union politics. These findings have important implications for the future of personalized politics in the European Union.

Common European Legal Thinking emanates from the existence of a shared European legal culture as especially reflected in the existence of a common European constitutional law. It denotes a body of individual constitutional principles – written and unwritten – that represent the common heritage of the constitutions of the Member States. Taking into account the two major European organisations, the Council of Europe and especially the European Union, the essays of this Festschrift discuss a range of constitutional principles, including the rule of law, democracy, and the exercise of political power in a multilevel system which recognises fundamental rights as directly applicable and supreme law. Other essays examine the value of pluralism, the commitment of private organisations to uphold public values, principles or rules, and the objectives and methods of a transnational science of administrative law.
