'Borders' have attracted considerable attention in public and academic debates in light of the impact of globalisation and, in Europe, the end of the divisions of the Cold War era. Instead, being inside or outside of the EU has become a major paradigmatic divide between claimed 'spheres of influence' by 'Brussels' and 'Moscow' respectively. In the aftermath of the end of communism, established certainties no longer seemed to apply. And this included many of the borders within the former eastern Bloc, with some losing their relevance, while others re-assert themselves. As its particular contribution, this book adopts a symbiotic approach to the analysis of borders, drawing on a political-economy perspective, while also recognising the importance of the socio-cultural dimension as found in 'border studies'. This seeks to do greater justice to the complex, composite nature of borders as geo-political, state-legal and cultural-historic constructs in both theory and practice. In addition, the book's approach stretches across spatial scales to capture the multi-level nature of borders. The first part of the book presents the conceptual framework as it sets out to embrace this multi-faceted, multi-layered nature of borders. In the second part, case studies from north-central Europe, including the Baltic Sea Region, exemplify the complexity of borders in the context of post-socialist transformation and continuing EU-isation.

This book looks both backward and forward with regard to the European Union’s political strategies towards its neighbouring countries. By bringing together the perspectives of critical geopolitics, policy studies and border studies, it presents a comprehensive review of the European Neighbourhood Policy and how it impacts the ongoing construction of the EU’s external frontiers. Is the EU committed to promoting integration in a ‘wider’ European space, or is a “fortress Europe” emerging where the strengthening of internal cohesion is coupled with the militarisation of its external borders? The book aims to problematize this question by showing how the EU’s external policies are based on a mixture of openness and closure, inclusion and exclusion, cooperation and securitisation. The European Neighbourhood Policy is a controversial strategy where regionalization and bordering, homogenisations and differentiations, centrifugal and centripetal forces proceed side-by-side, in an explicit attempt to construct a selective, mobile and fragmented border. European Union boundaries have always been unusual. In no other political community is both the prospect of enlargement and the ever-present possibility of withdrawal part of the constitutional framework. We find few other instances where some territories in a political community adopt a common currency while others do not. Examples of thick association agreements, such as we find between the EU and third countries like Switzerland and Norway, are uncommon. Over the last number of years, EU boundaries have been challenged like never before. Brexit poses a fundamental threat to the EU’s territorial integrity and the rights of EU citizens to cross what have been regarded as open borders; the refugee crisis and the increase of terrorism both call into question the EU’s ability to justly and effectively manage its external borders; the rise of populism is a direct challenge to internal free movement as the demand to reassert national borders becomes formidable; while the aftermath of the euro-crisis continues to put Monetary Union in doubt. By distinguishing between three categories of boundary change – boundary-making, boundary-crossing and boundary-unbundling – the authors in this volume attempt to shed light on the sustainability and legitimacy of Europe’s boundaries in question. The contributors to The Borders of "Europe" see this crisis less as an incursion into Europe by external conflicts than as the result of migrants exercising their freedom of movement. The extent to which ordinary people can construct, shift, and dismantle borders is seriously neglected in the existing literature. The book explores the ability of citizens to participate in the making of borders, and the empowerment that can result from this bordering and debordering activity. ‘Borderwork’ is the name given to the ways in which ordinary people can make and unmake borders. Borderwork is no longer only the business of nation-states, it is also the business of citizens (and indeed non-citizens). This study of ‘borderwork’ extends the recent interest in forms of bordering which do not necessarily occur at the state’s external borders. However, the changing nature of borders cannot be reduced to a shift from the edges to the interior of a polity. To date little research has been conducted on the role of ordinary people in envisioning, constructing, maintaining, shifting, and erasing borders; creating borders which facilitate mobility for some while creating barriers to mobility for others; appropriating the political resources which bordering offers; contesting the legitimacy of or undermining the borders imposed by others. This book makes an original contribution to the literature and stands to set the agenda for a new dimension of border studies. This book was published as a special issue of Space and Polity.
