The changing demographic landscape which Europe is facing today and in the next decades reflects the past. These changes constitute important challenges to European populations and societies. These issues, their mechanisms, determinants and consequences also challenge the scientific study of population. As a major forum and 'market place' for scientific demographic debate, the 1999 European Population Conference (EPC99) was organized to take up this challenge. On the threshold of the third millennium, European populations are united in diversity and face major demographic issues.

Over the past decades Europe has witnessed fundamental changes of its population dynamics and population structure. Fertility has fallen below replacement level in almost all European countries, while childbearing behavior and family formation have become more diverse. Life expectancy has increased in Western Europe for both females and males, but has been declining for men in some Eastern European countries. Immigration from non-European countries has increased substantially, as has mobility within Europe. These changes pose major challenges to population studies, as conventional theoretical assumptions regarding demographic behavior and demographic development seem unfit to provide convincing explanations of the recent demographic changes. Even if these figures are a bit outdated they show that discussion concerning this topic continues between experts and politicians and has been a long-time taking to reach the broader populace. Nowadays, word has spread. The topic has become more pressing on political agendas, national and international summits. In the 2007 Adecco Fitness Survey, European companies invision the demographic change as the second biggest business challenge, following Globalization. The UN has been pressing the issue of ageing populations since the 1940s and forecasts that the number of people over 60 years old will have tripled by 2050. For the first time in history, this figure will exceed that of the number of children (0 - 14 years). However, these aggregated figures do not show that these developments have taken place differently across the globe. Europe is experiencing the most rapid ageing, and the number of old people is already higher than the number of young people. This may explain why demographic change now has such a high priority in EU policies. Nico van Nimwegen, deputy director of the Netherlands Interdisciplinary Demographic Institute notes that the ageing problem is the dominant challenge the EU is facing. He sees the implications of this trend and the need for action and policy change in various areas. Employment has been recognized as one of these target areas. Europe’s pension systems –among the most celebrated features of its social welfare model— face tremendous challenges. With only 11 percent of the world’s population, Europe spends about 60 percent of global outlays on social protection, largely in pensions. In many countries, pension rules have encouraged people to retire sooner, while enjoying longer lives. Payroll taxes on a continuously expanding contributory base have financed these benefits. This model of pension provision is now being severely tested as pension systems reach maturity, while the population is aging and the labor force is starting to shrink. Measures to enable a continued tradition of providing old age security will include • raising retirement ages such that pensions are provided in the last 15 years of life, when work capacity traditionally diminishes • encouraging immigration to help fill the declining work force • rationalizing pension spending, putting priority on preventing old age poverty, and • encouraging savings to help provide the more comfortable retirement that individuals have come to expect. Some measures may be more appropriate in particular countries than others, yet undertaking all of them will likely require less drastic changes in any one of them. The specific choices will need to be discussed and agreed among each country’s own population, and be accompanied by enabling changes in pension policy, tax policy, financial markets policy, and labor policy. The fundamental issue is that, with these changes, the important achievements of European social policy can withstand the demographic onslaught and continue to provide old age security for generations to come.

Today, it is a very crucial problem that many European countries are encountering demographic challenges stemming from the population decline and aging and according to many studies and future projections, this demographic trend will reach more critical levels for the next 50 years. The most prominent impact of this demographic situation will be on social security systems that the functioning and sustainability of pension and health care systems will be severely damaged with regard to the rapidly increasing number of elderly and the decline in number of young labor force resulting from the low births rates all over Europe. In this context, labor migration that received significant attention, has risen up to the agenda of Europe to serve as a policy option to mitigate the adverse consequences of demographic challenges. Taking its impetus from the mentioned demographic problem, this thesis aims to analyze the discussions over labor migration as a foreseen policy option to compensate the shortage of labor force in Europe. It also intents to bring relevant data and current debates together to generate a ground in order to open this critical issue to discussion and to elaborate the feasibility of labor migration need for Europe. In this regard, the thesis scrutinizes the reactions of European states regarding their reluctance to open their borders again for 3mass influx4 and examines briefly the other preferred and enforced policies that exclude migration option, such as aiming to increase fertility rates, ameliorate social security systems or encourage the native labor force participation. By taking all these into account, this thesis aspires to attract attention to this urgent problem and evaluates the labor migration need in Europe by presenting the relevant reactions and appraisals shaping the migration policies both at the nation state and EU level.
