On the threshold of a new century the organisers of the European Population Conference 1999 (EPC99) in The Hague decided not only to highlight the population trends that Europe is facing today but also the changes in the 21 st century that are set to shape the future of Europe. They decided to focus on comparative issues, both in time and in space. In order to trace the degree of homogeneity and heterogeneity of European populations over time, converging and diverging population trends that are specific to contemporary and future Europe need to be explored. This is reflected in EPC99's motto: 'European Populations on the threshold of the new millennium; unity in diversity. ' Future demographic developments will be caused by specific economic, social and cultural conditions in Europe, and will, in turn, have a major influence on future economic and social conditions. To the extent that demographic trends differ across countries, separate countries may face different social and economic problems. As demographic trends tend to have long-lasting effects, it is important to assess the possible consequences of future demographic developments at an early stage. On the occasion of EPC99 , two of the organisers, Statistics Netherlands (SN) and the Netherlands Interdisciplinary Demographic Institute (NIDI), decided to produce a set of two population scenarios, showing the possible impact of converging and diverging population trends in the next century.

This is the latest report on what demographers and scientists in related disciplines think and assume today about the future of human reproduction, longevity, and migration. A quick look at some major errors in past population projections demonstrates that the problem was not with the technical instruments of projection but with the inability to anticipate major changes in human behavior and medical progress. Any population projection that is based exclusively on past trends of demographic rates is bound to miss possible future dicontinuities and surprises. If they can be anticipated at all, it can only be done by considering demographic trends in a broader socioeconomic, cultural, and biological context. Here, the three components of population change--fertility, morality, and migration--are addressed. Introductory chapters describe past trends and assumptions for projections currently made in Europe and North America. Also included are discussions and analyses of some possible demographic discontinuities, together with a description of how assumptions on the three components are merged for population projections on national and international levels. It presents a study conducted for 27 European countries, looking 50 years ahead (2002-2052). An extended discussion of theories and factors underlying the assumed evolution of the components of change and economic activity is included as well as a detailed analysis of the historical trends. These theoretical and empirical considerations lead to defining scenarios of future mortality, fertility, economic activity and international migration, which have been fed into a projection model, producing various future population dynamics and labour force trajectories. In addition, simulations have been made to estimate the size of replacement migration needed to maintain selected demographic and labour market parameters in the countries of Europe. The results presented in this book allow researchers, governments and policy makers to evaluate to what extent various migration and labour market policies may be instrumental in achieving the desired population and labour size and structures. The secondary purpose of this volume is to reveal the methodology and argumentation lying behind a complex population forecasting and simulation exercise, which is not done frequently, but is critical for the assessment of the forecasts and also valuable from a purely didactic point of view.
