Portuguese democracy is now celebrating its 50th anniversary. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book explores the factors that might explain why this is no longer the case, presenting a global overview, with an interdisciplinary focus, of the processes of economic, social and political changes in Portuguese democracy since the 2008 economic crisis. The volume is accessible to a broad academic audience, with chapters examining economic, political, social and foreign policy issues, for scholars interested in an analysis of Portugal’s emergence from the economic crisis.

The central aim of this book is to foster connections between scholarly discussions of German foreign policy and broader theoretical debates in International Relations and beyond. While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. This book explores whether the new capabilities made possible by precision-strike technologies are reshaping approaches to international intervention. Since the end of the Cold War, US technological superiority has led to a more proactive and, some would argue, high risk approach to international military intervention. New technologies including the capacity to mount precision military strikes from high-level bombing campaigns and, more recently, the selective targeting of individuals from unmanned aerial vehicles (UAVs) have facilitated air campaigns, supported by Special Forces, without the commitment of large numbers of troops on the ground. Such campaigns include, for example, NATO’s high-level aerial bombardment of Milosevic’s forces in Kosovo in 1999 and of Gaddafi’s in Libya in 2011, and the US operation involving Special Forces against Osama Bin Laden. The development of UAVs and electronic data intercept technologies has further expanded the potential scope of interventions, for example against Islamic militants in the tribal areas of Pakistan. This volume examines three key and interrelated dimensions of these new precision-strike capabilities: (1) the strategic and foreign policy drivers and consequences; (2) the legal and moral implications of the new capabilities; and (3), the implications for decision-making at the strategic, operational and tactical levels. This book will be of much interest to students of war and technology, air power, international intervention, security studies and IR.
