"This audit sought to determine whether implementation of internal energy market policy measures and EU spending on energy infrastructure have provided security of energy supply benefits effectively. The EU's objective of completing the internal energy market by 2014 was not reached. Energy infrastructure in Europe is generally not yet designed for fully integrated markets and therefore does not currently provide effective security of energy supply. Financial support from the EU budget in the field of energy infrastructure has made only a limited contribution to the internal energy market and security of energy supply."--Page 4 of cover.

EU energy law and policy have become more and more complex in recent years. Today these areas feature a multitude of layers concerning not only regulation of the power industry, but also security of energy supply, climate change, consumer needs and technical innovation. This textbook serves as an introduction to this distinctive field. For readers without much experience with the EU, the author provides a separate chapter which outlines the institutional structure and functioning of the European Union in the field of energy policy. Tables of key court decisions and key legislation, review questions and further reading lists ultimately help to give readers a lasting impression of one of the most vibrant fields of EU law and policy.

This book was originally published by Claeys and Casteels, now formally part of Edward Elgar Publishing. Infrastructures are the backbone of any economy and energy is vital to our way of life. Electricity transmission, gas and oil pipelines, smart grids, storage of energy and later on CO2 transport are essential elements of our present and future energy systems. The energy and climate policies conducted by the European Union since 2007 have led to the Third Energy Package governing the internal electricity and gas markets, to the Directive setting the target of 20% of renewable sources of energy by 2020, to the Energy Efficiency Directive and, most recently, to the Regulation establishing the guidelines on trans-European energy infrastructures and to the new financing programme called 'Connecting Europe Facility' (CEF). In five years' time, national energy policies have been drastically reshaped by the EU Directives and Regulations, now based on Article 194 of the Treaty on the Functioning of the European Union. It is now time to understand fully the importance of these regulatory changes and the resulting 'Europeanisation' of the energy policy.

Energy Security And Natural Gas Markets In Europe written by Tim Boersma and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-08-27 with Business & Economics categories.

Moving beyond most conventional thinking about energy security in Europe which revolves around stability of supplies and the reliability of suppliers, this book presents the history of European policy-making regarding energy resources, including recent controversies about shale gas and fracking. Using the United States as a benchmark, the author tests the hypothesis that EU energy security is at risk primarily because of a lack of market integration and cooperation between member states. This lack of integration still prohibits natural gas to flow freely throughout the continent, which makes parts of Europe vulnerable in case of supply disruptions. The book demonstrates that the EU gas market has been developing at different speeds, leaving the Northwest of the continent reasonably well integrated, with sufficient trade and liquidity and different supplies, whereas other parts are less developed. In these parts of Europe there is a structural lack of investments in infrastructure, interconnectors, reverse flow options and storage facilities. Thus, even though substantial progress has been made in parts of the EU, single source dependency often prevails, leaving the relevant member states vulnerable to market power abuse. Detailed comparisons are made of the situations in the Netherlands and Poland, and of energy policy in the USA. The book dismantles some of the existing assumptions about the concept of energy security, and touches upon the level of rhetoric that features in most energy security and policy debates in Europe.

Europe witnessed in the last years a number of significant power contingencies. Some of them revealed the potentiality of vast impact on the welfare of society and triggered pressing questions on the reliability of electric power systems. Society has incorporated electricity as an inherent component, indispensable for achieving the expected level of quality of life. Therefore, any impingement on the continuity of the electricity service would be able to distress society as a whole, affecting individuals, social and economic activities, other infrastructures and essential government functions. It would be possible to hypothesize that in extreme situations this could even upset national security. This book explores the potential risks and vulnerabilities of the European electricity infrastructure, other infrastructures and our society as whole increasingly depend on. The work was initiated by the need to verify the potential effects of the ongoing market and technical transformation of the infrastructure, which is fundamentally changing its operation and performance. The final aim is to set the basis for an appropriate industrial and political European-wide response to the risk challenges.

This study traces the activities of the European Commission in the natural gas sector from 1990 to 2016, by concentrating on market liberalisation and infrastructure development as the main pillars of the European gas security architecture. By building on previous literature, the Commission's policymaking is analysed along its formal and informal powers in different energy security environments. In order to get a better understanding of the European energy market context, the reader is introduced into the historical development of the European energy policy in Chapter 2 and the literature on the European Union policymaking in Chapter 3. The analysis of the Commission's activities in the liberalisation (Chapter 4) and infrastructure (Chapter 5) sectors suggests that the Commission was able to effectively utilise networked governance during times when the demand for coordinated energy policies was low. This book will be of particular interest to those in the field of energy policies as well as EU policymaking.

The European Energy Law Report IX presents an overview of the most important legal developments in the field of EU and national energy and climate change law, as discussed at the 24th European Energy Law Seminar in 2011. The first section of the book presents an analysis of EU case law on the second energy package, as well as a judicial interpretation of the legal limits on government intervention in energy pricing in liberalized markets. The second section focuses on transparency and design challenges in the energy and carbon markets. It examines the new EU Regulation on Wholesale Energy Market Integrity and Transparency (REMIT) and the impact it has on the upstream gas market. It then discusses the options for including end-users in carbon emissions trading schemes. The third part concentrates on energy infrastructure development in the EU. First, it discusses obstacles to infrastructure development and the European Commission's proposal to overcome them. Then, it considers potential
