This book is a collection of electronic publications over the past 15 years. These articles are devoted to the political and economic problems of post-Communist Georgia in the XXI century. For Georgia, even before the collapse of the USSR, and especially in the last years of its existence, the priority was a Euro-Atlantic orientation. Georgia’s European path of development has not been an easy one. The formation of a European state in post-Communist Georgia is associated with many difficult tasks whose solution is of paramount importance for the future of this country. On June 27, 2014, the EU-Georgia Association Agreement was signed in Brussels. The agreement opened up new opportunities for Georgia to integrate into the EU. At the same time, Georgia still needs to do a lot of work for a real rapprochement with the EU and this will require many years of hard work.

How have discourses of Euro-Atlanticism been used in domestic and international affairs by the political elite in Georgia? After the 2003 Rose Revolution, as relations with Russia soured, a Euro-Atlantic orientation portrayed as a single and coherent strategy became the cornerstone of Georgian foreign policy as well as a model for domestic reforms. This promise of a prosperous future offered new hope to the Georgian population. Scepticism or critical thinking towards President Saakashvili and his government were equated to pro-Russian treason and pro-western orientation and impressive reforms, promoted as being modelled along ’European standards’, emerged simultaneously with an outspoken rhetoric and active symbolism. References to Europe and the Euro-Atlantic structures became ubiquitous as European flags were brandished throughout the country. Addressing a gap in the existing literature the author examines a large volume of data extracted from news items from 20 different Georgian and International media channels over a ten-year period. Through this he identifies patterns in the discourse to explain the intentions of the Georgian elite and examines the effectiveness of the rhetoric.

Manning examines the formation of nineteenth-century intelligentsia print publics in the former Soviet republic of Georgia both anthropologically and historically. At once somehow part of “Europe,” at least aspirationally, and yet rarely recognized by others as such, Georgia attempted to forge European style publics as a strong claim to European identity. These attempts also produced a crisis of self-defi nition, as European Georgia sent newspaper correspondents into newly reconquered Oriental Georgia, only to discover that the people of these lands were strangers. In this encounter, the community of “strangers” of European Georgian publics proved unable to assimilate the people of the “strange land” of Oriental Georgia. This crisis produced both notions of Georgian public life and European identity which this book explores.

Georgia emerged from the fall of the Soviet empire in 1991 with the promise of swift economic and democratic reform. But that promise remains unfulfilled. Economic collapse, secessionist challenges, civil war and the failure to escape the legacy of Soviet rule - culminating in the 2008 war with Russia - made the transition to democratic institutions and consolidated statehood a difficult struggle that has lasted over two decades. In 1991, fifteen new states emerged from the disintegrating Soviet Union. To Western observers, Georgia was one of the most promising republics for achieving swift economic and democratic reform. Instead, the country descended into civil war and a period of populist authoritarianism. Within a year of its declaration of independence, Georgia was a 'failed state' on the verge of dissolution. Former Soviet foreign minister, Eduard Shevardnadze, returned as the president of the newly independent state in order to restore and rebuild, but over the next decade the country slipped into a period of political stagnation and corruption. Enraged by the country's decline, a group of rebellious young politicians, subsequently dubbed the 'Rose Revolutionaries', ousted Shevardnadze in 2003, promising clean government, democracy and effective institutions. However, the Georgian opposition claims that, in seven years of power, the Rose Revolutionaries have failed to deliver their domestic promises. Jones' examination of more than two decades of Georgian political struggle for independence and democracy is a chronicle and analysis of the hopes and disappointments of Georgia's aspiring democracy builders. Three years after the Russia-Georgia war, ambiguity surrounds Georgia's path to Euro-Atlantic integration as Russia remains in violation of the ceasefire agreement that ended the conflict and has become an occupying force in Abkhazia and South Ossetia. US and European leadership is needed now more than ever if Georgia is to succeed in its quest for democracy, prosperity, and Euro-Atlantic integration. The next two years in advance of parliamentary and presidential elections will be a litmus test for Georgian democracy and Western policy. During this critical time, Georgia must demonstrate a firm commitment to democratic principles and advance important political and economic reforms. At a time when Georgia's future is in play, Washington and Europe must reinvigorate their engagement with Georgia in order to bolster its political, security, and economic future. A policy of "hold close, push hard" premised on a shared commitment to a united, democratic Georgia in NATO and the European Union and backed up by specific initiatives will help secure Georgia's place in Europe. The report reflects the findings of the Council's bipartisan expert Task Force on Georgia, co-chaired by Senator Jeanne Shaheen and Senator Lindsey Graham.Georgia in the West: A Policy Road Map to Georgia's Euro-Atlantic Future highlights key recommendations for US and European policymakers to strengthen Georgia's ongoing integration with NATO and the European Union, by offering a clear vision and concrete intermediate benefits as Georgia progresses. The report also offers recommendations for the Georgian government and all sectors of Georgian society to undertake important internal reforms that advance Georgian democracy. The report also lays out strategies to counter Russia's creeping annexation of the occupied territories and solidify an international commitment to Georgia's territorial integrity over the long-term.
