This study, undertaken with the support of the Ford Foundation under the scientific leadership of Khadija Mohsen-Finan, Remy Leveau and Catherine Wihtol de Wenden considers the new forms of citizenship and identity that have emerged within the settlements of immigrant populations in various countries in Europe. Through their claims to citizenship, shifting religious identities and by occupying the high ground both locally and at European level, these communities challenge long standing citizenship models and give full meaning to the concepts of supranational European citizenship. The contributors question whether such European citizenship will include all residents of Europe or whether it will serve to increase the exclusion felt by certain groups of migrants. It presents original research on European governance of emigration and citizenship and considers European integration in a global context. It questions whether there can be a European diaspora outside the European Union, if European governance of emigration is possible, and whether the EU can or should govern its diasporas in the global era. By engaging with concepts of European citizenship, diaspora and identity, the author examines the weak meaning of Europe for EU nationals living abroad and finds that European public spaces, present and sustained within the European Union territory, are largely not exported outside of it. Equal treatment and equal rights become empty concepts for Europeans leaving the European Union as they lose their European citizenship. The central concern ofThe Europeanization of National Polities? is to know and describe how far EU 'legal' citizens feel that they are actually part of a functioning European political system and how much they think of themselves as EU citizens. The authors report evidence of the levels of European identity, sense of EU representation and preferences for EU policy scope among European mass publics, which are the main dimensions of EU citizenship. The analysis uses a new comparative dataset on EU attitudes derived from a survey in 16 EU countries plus Serbia in 2007. This study shows that, despite initial expectations, levels of European identity, sense of EU representation, and preferences for EU policy scope among European mass publics did not display a strong trend in any particular direction during the period between 1975 and 2007. However, there are interesting variations in these measures of EU citizenship both across individuals and across countries that are described and explained by reference to a series of relevant hypotheses. The book pays particular attention to the inter-linkages among the three dimensions of citizenship itself. EU identity, representation and scope are all reciprocally related, but the representation dimension is key to the development of a generalised sense of a sense of citizenship at the EU level. This in turn places a significant premium on the need to address popular doubts about the EU's 'democratic deficit'.
