As the EU continues its integration process, the concepts of culture and transnational European belonging remain ambivalent, whether in the realm of socio-historical representation or mass politics. With the expansion of the EU and calls for a European constitution, the question of a common European identity has become increasingly pressing in recent times. However, in the face of diverse national and regional traditions - and the absence of an obvious European cultural imaginary - the forging of a strong sense of European identity proves problematic. This volume brings together case studies of national and regional images from across Europe, which together suggest emerging patterns of identification within contemporary Europe - patterns which may not necessarily amount to a European 'identity', but rather to a European 'mode' of identification. The chronological structure of the volume demonstrates the increasingly problematic nature of national collective memories and past imaginaries in light of emergent marginal voices and images, and suggests that it is both from beyond and within the national paradigm that new challenges are now reshaping the cultural imaginary of European communities. Taking the problem of European identity as his point of departure Thomas Pedersen's book offers a new theoretical perspective upon culture, identity and nationality. His main argument is that politics are more culturalized than we assume, and that culture is more personalized than we recognize. Nationality is becoming more personalized and hybrid and is acquiring an aesthetic dimension as a side-effect of the democratization of art. Citizens in the Western world and beyond are becoming symbol producers and culture producers, and far from simply taking their cue from custom, contemporary citizens therefore increasingly take an active part in the creation of national and supranational identities. This insight leads the author to develop a new individual understanding of politics summarized in the concept of integrism and to advocate a politics of liberal culturalism and integrist cosmopolitanism as an alternative to both post-modernism and Samuel Huntington's holistic, religious culturalism.

As a consequence of various rounds of EU enlargements, the degree of cultural diversity in Europe has intensified a phenomenon which is increasingly perceived as problematic by many EU citizens. This fascinating book not only empirically explores the current state of the identity and the legitimacy of the EU as viewed by its citizens, but also evaluates their attitudes towards it. The expert contributors show that the development of a European identity and a common European culture is a prerequisite for European integration; that European identity and a common political culture will not develop rapidly but emerge slowly, and that the beginnings of a European identity and a common European culture are currently emerging. The roles of civil society organizations and political parties are examined within this context, and an explanatory model with subjective predictors of the attitudes towards the EU is tested. The empirical analysis is underpinned by a theoretical framework incorporating operational definitions and conceptual discussion of legitimacy and identity.
