This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

Few events over the past few decades have given rise to an amount of debate and speculation concerning the state of the European Union (EU) and the future of European integration as the economic and financial crisis that began in 2007. In spite of substantial media, policy-making and academic attention, the fundamental questions of why and how the euro area (EA) has remained not only intact but also expanded and integrated further during the crisis require deeper theoretical investigation. One needs to understand not only the economics but also the politics and institutions of the crisis. A lack of such an understanding is the reason why a number of observers, at least initially, had a hard time making sense of policy-makers’ decisions (and pace thereof), including why the EA did not implode as some predicted. Economic theories provide a certain perspective for why the crisis occurred and what economic policies were and are needed to resolve it; however, they fail to capture the deeper roots and management of the crisis. In order to improve our understanding of a discussion that has oscillated between fears of EA disintegration on the one hand and the concrete advancement of integration during the crisis on the other, this special collection brings together leading scholars of European integration who apply key theoretical approaches – from liberal intergovernmentalism and neofunctionalism to other prominent theoretical accounts that have been applied to European integration such as historical institutionalism, critical political economy, normative theory, and a public opinion approach – to the economic and financial crisis. The contributions seek to analyse, understand and/or explain the events that occurred and the (re)actions to them in order to draw conclusions concerning the applicability and usefulness of their respective theoretical perspectives. This book was published as a special issue of the Journal of European Public Policy.

The Politics of Crisis in Europe explores the resilience of the European Union in the face of repeated crises perceived to threaten its very existence. While it is often observed after the fact that these crises serve as opportunities for integration, this is the first critical analysis to suggest that we cannot fully understand the nature and severity of these crises without recognising the role of societal reaction to events and the nature of social narratives about crisis, especially those advanced by the media. Through a close examination of the 2003 Iraq crisis, the 2005 constitutional crisis, and the 2010–12 Eurozone crisis, this book identifies a pattern across these episodes, demonstrating how narratives about crises provide the means to openly air underlying societal tensions that would otherwise remain under the surface, impeding further integration.

The book offers explanations for the striking variation in the outcomes of European integration crises. It analyzes eight major cases over the entire integration process, starting from the early 1950s and lasting until very recently. All cases went beyond a single policy field or member state but affected key features, principles, and objectives of European integration. As such, they qualify as “constitutional crises”. My cases comprise the crisis of the European Defence Community (1952-54); the empty chair crisis (1965-66); the oil crisis (1973-74); the budgetary rebate crisis (1979-84); the end of the Cold War crisis (1989-92); the Constitutional Treaty crisis (2004-07); the Euro crisis (2009-12); and the migration crisis (2015-16). Taking a historical-comparative perspective, the book shows that crises have been an integral part of the European integration process since its beginning. European integration, after all, started with a major setback when member states in 1954 failedto realize plans for a European army through the European Defense Community.

With its “White Paper on the Future of Europe”, the European Commission initiated a debate on fundamental reforms of the Union’s structures in 2017. The paper outlined five reform scenarios, ranging from a reduction and refocusing of the EU’s competences to deeper integration in the spirit of a United States of Europe. However, the White Paper ultimately had no tangible impact, as none of the proposed scenarios were implemented. Nevertheless, current global challenges - including health crises, climate change, energy resource management, shifting global power dynamics, and related security issues - underscore the growing need for a strong and united Europe. The idea of an “ever closer union”, as enshrined in the preamble of the 1992 EU Treaty, could be experiencing a revival. Against this backdrop, the 13th Network Europe Conference examined the significance of the European integration project in times of global crisis. Discussions focused on key policy challenges, the EU’s relationships with its eastern and southern neighbors, and its role in relation to global actors such as China and Russia. The publication features contributions from Michael Ambühl, Jelena Ceranic Perisic, Viorel Cibotaru, Christelle Genoud, Christos V. Gortsos, Iris Goldner Lang, Nora Meier, Peter Christian Müller-Graff, Eva Pils, Clara Portela and Peter R. Rodrigues. Network Europe was founded in 2003 by the Europa Institute at the University of Zurich with support from the Swiss government.
