European Memory in Populism explores the links between memory and populism in contemporary Europe. Focusing on circulating ideas of memory, especially European memory, in contemporary populist discourses, the book also analyses populist ideas in sites and practices of remembrance that usually tend to go unnoticed. More broadly, the theoretical heart of the book reflects upon the similarities, differences, and slippages between memory, populism, nationalism, and cultural racism and the ways in which social memory contributes to give substance to various ideas of what constitutes the ‘people’ in populist discourse and beyond. Bringing together a group of political scientists, anthropologists, and cultural and memory studies scholars, the book illuminates the relationship between memory and populism from different angles and in different contexts. The contributors to the volume discuss dominant notions of European heritage that circulate in the public sphere and in political discourse, and consider how the politics of fear relates to such notions of European heritage and identity across and beyond Europe and the European Union. Ultimately, this volume will shed light on how notions of a shared European heritage and memory can be used not only to include and connect Europeans, but also to exclude some of them. Investigating the ways in which nationalist populist forces mobilize the idea of a shared, homogeneous European civilization, European Memory in Populism will be of interest to scholars and students in the fields of European studies, heritage and memory studies, migration studies, anthropology, political science and sociology. This book explores the politics of memory in Southeastern Europe in the context of rising populisms and their hegemonic grip on official memory and politics. Populism is booming across all the nuances of the political spectrum. It occupies relevant positions in national parliaments, in governmental coalitions with mainstream parties or as successful challengers of the political status quo. This volume sheds new light on the topic from different methodological and theoretical angles and offers evidence from a variety of cases on the ‘why’ and ‘how’ questions on populism’s emergence and consolidation in Europe over the past 30 years. The volume, composed of eight chapters, investigates how different populist parties in the European Union have been affected by the various crises, disentangling the role of the Great Recession vis-à-vis other factors (such as political and party system factors, but also structural social changes or cultural opportunities) in the growing strength of populist parties in various European countries. More specifically, the volume aims are to: promote critical discussion on the concept of populism, reflecting on its conceptual ‘usability’ beyond the traditional party families to which it is usually related; use a preliminary theoretical clarification to shed new light on the different ways in which populism has been articulated in the various European countries (either in Continental and Southern Europe, or in the lesser known and studied East-Central countries) since the economic crisis, which has acted as an external shock for many party systems, either giving birth to new political actors or consolidating existing ones; investigate the connections between populism and the national contextual political and cultural specificities that can determine the development of different types of populisms across countries, elaborating on different ‘configurations’ of triggering conditions for populism and reflecting on the limitations of a discrete conceptualisation of the phenomenon. Right-wing populism is a global phenomenon that challenges several pillars of liberal democracy, and it is often described as a dangerous political ideology because it resonates with the fascist idea of power in terms of anti-pluralism and lack of minorities’ protection. In Western Europe, many political actors are exploiting the fears and insecurities linked to globalization, economic crisis, and mass migrations to attract voters. However, while right-wing populist discourses are mainstream in certain countries, they are almost completely taboo in others. Why is right-wing populism so successful in Italy, Austria, and France while in Germany it is marginal and socially unacceptable? It is because each country developed a certain collective memory of the fascist past, which stigmatizes that past to different levels. For this reason, right-wing populism can find favorable conditions to thrive in certain countries, while in others it is considered as an illegitimate and dangerous idea of power. Through a comparative study of eight European countries, this book shows that short-term factors linked to levels of corruption, economic situation, and quality of democracy interact with long-term cultural elements and collective memories in determining the social acceptability of right-wing populist discourses.

Populism and Heritage in Europe explores popular discourses about European and national heritage that are being used by specific political actors to advance their agendas and to prevent minority groups from being accepted into European society. Investigating what kind of effect the politics of fear has on these notions of heritage and identity, the book also examines what kind of impact recent events and crises have had on the types of European memories and identities that have been promoted by the supporters of right-wing populist parties. Based on qualitative fieldwork conducted in six countries, this book specifically analyses how anti-European identities are being articulated by right-wing populist individuals. Providing an analysis of the manifestos, speeches and official documents of such parties, the book examines how they instrumentalise xenophobia, Islamophobia, Euroscepticism, globalisation and international trade in European spaces to mobilise the masses hit by financial crisis and refugee crisis. Drawing on in-depth interviews with the sympathisers of populist movements, Kaya provides some insights into the main motivations of these individuals in resorting to nativist and populist discourses, whilst also providing a thorough analysis of the use of the past and heritage by such parties and their followers. The discussion about European memory is far from being a "merely" symbolic issue with no political consequences. Imagining Europe and its past in different ways will lead to different real political outcomes. For instance, thinking about European integration as an embodiment of the values of the Enlightenment (such as human rights, liberal democracy, and reason), as a guarantor of peace on the continent, as a guarantor of prosperity, or as a guarantor that massive human rights violations like genocide will "never again" be committed on its soil, all entail different political objectives. Concern and hostility towards populism has become a distinctive feature of contemporary political culture. In Europe such concerns are frequently directed at Eurosceptics, whose opposition to the European Union is often portrayed as a cultural crime. Ancient anti-democratic claims about the gullibility, ignorance and irrationality of the masses are frequently recycled through the anti-populist condemnation of people who vote the wrong way. This book argues that the current outburst of anti-populist anxiety is symptomatic of a loss of faith in democracy and in the ability of the demos to assume the role of responsible citizens. Distrust of the people and of parliamentary sovereignty is reinforced by the concern that, on its own, liberal democracy lacks the normative foundation to inspire the loyalty and affection of ordinary citizens. Through focusing on the conflict between the European Union’s Commission and the Government of Hungary, this book explores contrasting attitudes towards national sovereignty, popular sovereignty and the question of tradition and the past as the main drivers of the culture war in Europe.

The authors of this book approach the emergence and endurance of the populist nationalism in post-socialist Eastern Europe, with special emphasis on Hungary. They attempt to understand the reasons behind public discourses that increasingly reframe politics in terms of nationhood and nationalism. Overall, the volume attempts to explain how the new nationalism is rooted in recent political, economic and social processes. The contributors focus on two motifs in public discourse: shift and legacy. Some focus on shifts in public law and shifts in political ethno-nationalism through the lens of constitutional law, while others explain the social and political roots of these shifts. Others discuss the effects of legacy in memory and culture and suggest that both shift and legacy combine to produce the new era of identity politics. Legal experts emphasize that the new Fundamental Law of Hungary is radically different from all previous Hungarian constitutions, and clearly reflects a redefinition of the Hungarian state itself. The authors further examine the role of developments in the fields of sociology and political science that contribute to the kind of politics in which identity is at the fore.
