The institutionalization of Islam in the West continues to raise many questions for a range of different constituencies. Secularization represents much more than the legal separation of politics and religion in Europe; for important segments of European societies, it has become the cultural norm. Therefore, Muslims' settlement and their claims for the public recognition of Islam have often been perceived as a threat. Throughout human history, religion and politics have entertained the most intimate of connections as systems of authority regulating individuals and society. While the two have come apart through the process of secularization, secularism is challenged today by the return of public religion. This cogent analysis unravels the nature of the connection, disconnection, and attempted reconnection between religion and politics in the West. In a comparison of Western Europe and North America, Christianity and Islam, Joppke advances far-reaching theoretical, historical, and comparative-political arguments. With respect to theory, it is argued that only a “substantive” concept of religion, as pertaining to the existence of supra-human powers, opens up the possibility of a historical-comparative perspective on religion. At the level of history, secularization is shown to be the distinct outcome of Latin Christianity itself. And at the level of comparative politics, the Christian Right in America which has attacked the “wall of separation” between religion and state and Islam in Europe with the controversial insistence on sharia law and other “illiberal” claims from some quarters are taken to be counterpart incarnations of public religion and challenges to the secular state. This paper summarises the main hypotheses and results of the research on the securitization of Islam. It posits that the securitisation of Islam is not only a speech act but also a policymaking process that affects the making of immigration laws, multicultural policies, antidiscrimination measures and security policies. The paper deconstructs and analyses the premises of such policies as well as their consequences on the civic and political participation of Muslims. The behaviour of Muslims was studied through 50 focus groups conducted in Paris, London, Berlin and Amsterdam over the year 2007-08. The results show a great discrepancy between the assumptions of policy-makers and the political and social reality of Muslims across Europe. The paper presents recommendations to facilitate the greater inclusion of Muslims within European public spheres.

"How do centralized, institutional religions make peace with the modern state's displacement of their traditional prestige and power? What are the factors that can promote the mutual acceptance of religious communities and the secular rule of law? These are the questions posed in Jonathan Laurence's new book, which argues that Roman Catholicism and Sunni Islam have trod surprisingly similar paths in their respective histories. Contemporary Roman Catholicism and Sunni Islam both descend from religious states and empires, the Papacy in the case of Catholicism and the Caliphate in the case of Islam. As religio-political orders, the Western Church and the Islamic Caliphate ruled vast territories and populations. Each set of religio-political institutions made law, controlled land, and governed people for roughly four centuries. Yet both suffered three similar upheavals and challenges: the end of empires, the rise of the modern national state, and significant outward migrations from the "home base" of the religious tradition. Laurence suggests that the historical experience of Catholicism offers a useful model for those concerned about the contemporary Sunni Muslim leadership's attitude toward the modern state. Just as Catholicism worldwide benefited from the survival of the Vatican micro-state and its ability to exert guidance over the religious belief and practice of Catholics worldwide, so (argues Laurence) Muslim-majority states should continue exert control over mosques, imam-training, and religious education -- to reconcile Islam with the rule of law and thus with the authority of the secular state. The permanent presence of Islam and Muslims is a comparatively recent phenomenon in most countries of the European Union. Over the last few decades many initiatives have been launched by Muslim communities in the European Union to create infrastructural provisions for their religious life, within the existing legal and social frameworks. In fact, all countries of the European Union share the principles of religious freedom and non-discrimination in their respective Constitutions. However, the precise way in which these principles are interpreted and applied to Islam depends largely on the historical traditions concerning the relation between State and Religion, which differ from one country to another. These differences are reflected in recent developments in the communication between the States and their Muslim communities, both at national, regional and municipal levels. They are also reflected in recent developments in legislation and jurisprudence concerning the most essential Islamic core-values, such as dietary laws, the precepts on modest dress, Islamic burial practices and the possibilities to found Islamic cemeteries, as well as the observance of Friday prayers and annual holidays. Looking at the legal position of Islam in the countries of the European Union, the authors of this volume discuss the challenges posed by the presence of Islam to the Western European system of relationships between law and religion. They argue, that these challenges necessitate reforms within the relevant European legislation, but differ as to their precise nature. They also discuss the difficulties of this task, as these adjustments will alter a longstanding balance of rights and privileges recognised by different religious denominations. Legal reforms, however, are not sufficient. The creation of a truly multicultural Europe also necessitates fighting against the negative image of Islam and Muslims (anti-Muslimism or Islamophobia) prevailing in most of its member states.
