Notwithstanding the claims of some in the United States, European affairs continue to dominate U.S. foreign policy and strategic thinking. The end of the Cold War has not seen any blurring of the focus of U.S. officials on European affairs. Managing the implications of the break-up of the Soviet Union and the Warsaw Pact, the seemingly never-ending conflicts in the Balkans, increasing Western norms and institutions in Central and Eastern Europe, and expanding and reforming the North Atlantic Alliance are just some of the issues that require firm and consistent U.S. leadership. How the United States has, and should continue, to deal with these issues is the subject of this collective effort. In addition to assessing past and present challenges to U.S. and Western security interests and objectives in Europe, the authors also analyze the strategies and policies of the Department of Defense in this crucial region of the world. Recommendations for consideration by officials include the need for a lighter leadership touch in some areas and for stronger encouragement in others. However, let there be no doubt that a U.S. policy toward Europe of stasis or benign neglect should be rejected. The United States is a European power by virtue of its history, current commitments, and strategic and political exigencies. Finding the most efficacious means of achieving these national objectives, while working to effect a Europe whole and free, is the daunting long-term task to be faced.

Immediately after the terrorist attacks on the Pentagon and World Trade Center, NATO members unanimously voted their support for the United States under Article V of the Washington Treaty. This unprecedented action, the first time such a vote has occurred in NATO's history, underscores the vitality of the Atlantic Alliance and its tremendous strategic value for its members. This vote conferred great legitimacy upon any response that the United States will make to those attacks and reminded us that the solidity of NATO allows the United States to defend its interests on the world stage with great confidence about European security. Nevertheless, the Alliance is not a wholly untroubled or static relationship. In the first half of 2001, there were numerous public signs of stress among the allies as they faced new challenges. Many of the issues involved in these tensions are particularly important to the future of European security and must be resolved for NATO to move forward and continue playing the role outlined above. In order for members of the Alliance states and other interested parties to explore the issues at stake earlier in 2001, the Strategic Studies Institute, together with Harvard University's Belfer Center for the Study of Science and International Affairs, cosponsored a conference to discuss cardinal issues of the transatlantic security agenda. This report presents a summary and analysis of the conference, which took place at the Belfer Center, on March 26-27, 2001. Although the world and the context within which these issues must be faced have changed greatly since then, the issues have not gone away nor will they do so anytime soon.

This book examines the processes and factors shaping the development of homeland security policies in the European Union (EU), within the wider context of European integration. The EU functions in a complex security environment, with perceived security threats from Islamist terrorists, migration and border security issues, and environmental problems. In addition to choosing new members, the NATO summit in Prague, to be held November 20-22, 2002, should strive to resolve two burning issues-the continued relevance of North Atlantic Treaty Organization (NATO) and the Alliance's future orientation. If managed well, the summit could lay the foundation of European security and stability for the next century. NATO has made and continues to make a profound contribution to European security and stability. Unlike all other security organizations, NATO has evolved as the strategic environment changed during the post-Cold War period and is well-positioned to resolve near term challenges. The Partnership for Peace (PfP), the Euro-Atlantic Partnership Council (EAPC), the Combined Joint Task Force (CJTF), and NATO Enlargement initiatives reflect a dynamic and vibrant organization. Given its military component, NATO matches enforcement with words, something the Organization for Security and Cooperation in Europe (OSCE), the Western European Union (WEU), and the much vaunted European Security and Defense Policy (ESDP) cannot. The variegated Balkan conflicts exposed the inherent weaknesses of attempting to resolve conflicts with diplomacy but without the enforcement mechanism of a military arm. In each case, NATO broke the cycle of violence in a matter of weeks and set the conditions for peace. One fact has emerged that no others can lay claim to-NATO produces results.
