This is a detailed exploration of how national political parties have responded to the increasing relevance of European governance. The Europeanization of National Political Parties is the first empirical study to examine the effects of the European Union on the internal organizational dynamics of national political parties. It draws on the results of a major, cross-national project and is based on documentary analysis and some 150 interviews with senior party actors in six EU member states: Austria, Britain, France, Germany, Spain and Sweden. Ireland’s relationship with the European Union has been determined by the behaviour, actions and discourse of political parties. This book examines this impact through an in-depth analysis of the Europeanization of party politics in the Republic of Ireland and Northern Ireland. First, it presents original research on cross-cutting issues that have featured in political debates about European integration, including referendum campaigns on EU treaties, Irish neutrality and party policy positions on the EU. Secondly, it is the first book of its kind to examine in detail how each of the main parties on the island of Ireland has adapted to EU membership. In doing so it both tests the thesis of ‘Europeanization’ and deepens understanding of the impact that EU membership can have on national and sub-national party politics. What this study reveals is that, while Europeanization is clearly evident in all parties in Ireland, including those most critical of European integration, its influence has been strictly curtailed. We argue that the effects of Europeanization in Irish party politics have been limited by enduring resistance to – and conditions placed upon – EU influence in particular policy areas, the importance of pragmatism and (sub-)national priorities in shaping parties’ approaches to European integration and the fact that engagement with the EU continues to be a predominantly elite-led process. This book was published as a special issue of Irish Political Studies.

The analysis will be based on a set of hypotheses derived from recent research on the topic (cf. Carter et al. 2007, Poguntke et al. 2007). In the first part, I will provide a theoretical background on the meaning of "Europeanisation" (chapter 2.1), on its significance for the Italian government system (chapter 2.2) and on its implication for national parties (chapter 2.3) in order to conceptualise the use of the term in the present paper. Subsequently, I will briefly describe the principal features of the party chosen for the case study with reference to its origin, development, electoral evolution, organisation and political discourse (chapter 3). In the fourth chapter, I will come to the analysis of the programmatic and organisational change of the party, examining its stance towards the European Union, the role of party leadership and EU-specialists, and the significance of collateral organisations. In the conclusion, I will summarize the findings of the analysis to discuss the viability of the hypotheses. After all, I will try to offer an outlook concerning the principal problems encountered during the analysis and offering consequently a critical evaluation on the sense of Europeanization of national political parties as a new research agenda.

What impact has EU membership had on party politics in Central and Eastern Europe? Although there is an emerging body of literature on the Europeanization of political parties, most of these accounts focus exclusively on Western Europe. Presenting a detailed explanation of party politics in the European Union, this new book uses the Party of European Socialists (PES) as a key case study, and tests the relevance of existing theoretical work on the meaning, significance, and prospects for realising other ‘Europarties’. This analysis operates from the assumption that the PES’s main goal is to influence the outcome of EU public policy, rather than the more traditional party goals of vote maximisation or office seeking. Secondly, by subjecting the PES to careful scrutiny in two specific policy areas (employment and environment) and for specific treaties (in particular the Treaty of Amsterdam), it tests the PES’s ability to construct policy to influence actual policy outcomes. Finally, it shows that whilst the PES was able to play a role in co-ordinating policy amongst the member parties since its formation in 1992, its influence has been exaggerated and the strength of the factors that limit its effectiveness have been underestimated. It argues that domestic policy imperatives and ideological differences between the member parties have hindered the development of the PES, thereby advancing our knowledge of Europarties and contributing to the literature on the Europeanization of political parties. This book will be of great interest to students and scholars of the European Union and party politics in general.
