Since gaining independence in 1991, Ukraine has regularly espoused a willingness to participate in greater European integration. Despite initiation of a political dialogue between the European Union and Ukraine, however, and the signing of a Partnership and Cooperation Agreement in 1994, Ukraine did not adopt legislative reforms or undertake concrete structural changes that would have brought it closer to European Union norms and values. In addition to the poor performance of Ukraine's economy and a perceived lack of democracy, relations between the European Union and Ukraine suffered because of an unwillingness of the European Union to expand into the post-Soviet space. Consequently, Ukraine remained ambivalent about its foreign policy goals: supportive of European Union membership, yet lacking societal pressures and the political will to pursue a more assertive policy of Europeanization. The Orange Revolution of late 2004, and the implementation of the European Neighbourhood Policy, significantly improved Ukraine's European prospects. This work examines Ukraine's efforts to undertake the process of Europeanization since the Orange Revolution. Economic integration, energy cooperation and judicial reform serve as case studies. Successful progress in implementing the economic and energy provisions of bilateral agreements, such as the Joint European Union-Ukraine Action Plan and the European Union-Ukraine Association Agenda, indicates Ukraine is Europeanizing its economic and energy sectors. Recently concluded negotiations culminating in the drafting of an Association Agreement are further evidence of Ukraine's Europeanization efforts. On the other hand, judicial reforms aimed at guaranteeing an independent judiciary devoid of political interference, remains a significant challenge. Council of Europe recommendations on draft legislative reform measures intended to fulfill European standards are inadequately implemented by Ukraine's Verkhovna Rada. The European Union's critical reaction to the October 2011 trial and conviction of former Prime Minister Yulia Tymoshenko is further evidence of Ukraine's lagging efforts to Europeanize its judiciary. Absent strong incentives from the European Union to adopt concrete judicial reforms, Ukraine's record of Europeanization, though much more promising compared to what it had been before the 2004 Orange Revolution, remains ultimately mixed.

The Orange Revolution in November/December 2004 has unambiguously determined the future orientation of Ukraine. Joining the European Union is its top priority. In this volume, Europe is not treated as a geographical or historical term, but as a normative concept which includes respect for human and civil rights, rule of law, division of powers, parliamentary democracy, open and pluralistic society. This publication has two aims: a critical analysis and evaluation of the efforts of Ukraine under President Yushchenko to bring about a change in direction toward a rapprochement to the European Union (2005-2008), and the identification of cultural constants of the Ukrainian society which either hinder or are conducive to the rapprochement.

The present collection of essays addresses the development of Ukrainian private law in the course of its ongoing Europeanization. This process is determined by the Association Agreement between the EU and Ukraine, which was concluded in 2014 and obliges Ukraine to implement a diverse number of European legal acts in its national legal system, aiming to achieve the economic integration of Ukraine into the EU internal market. Nevertheless, it would be inaccurate to describe the process of integrating Ukrainian private law into the European Area of Justice as solely the implementation of the Community acquis. Rather, the Europeanization of Ukrainian private law is part of a value-based Europeanization of the entire Ukrainian society. LGBTI Politics and Value Change in Ukraine and Turkey focuses on the impact of European Union promotion of LGBTI rights in Turkey and Ukraine, offering a re-evaluation of the mechanisms used by the EU and the domestic and external conditions that result in different outcomes. With the protection of LGBTI rights becoming one of the core principles of the EU, the last two decades have seen a consistently growing commitment of the Union to defending the human rights of LGBTI people, not only in its member states but also internationally. Drawing on rich empirical data, this work uses the cases of Turkey, a candidate state, and Ukraine, a state in the European Neighbourhood, to evaluate the ability of the EU to promote tolerance and diversity in countries where the population has not experienced a radical shift of attitudes toward LGBTI people. Examining the export of 'European values', politics of LGBTI rights in the enlarged European Union, the development of LGBTI rights in Turkey and the transformation of its political system, competing normative powers and LGBT rights in Ukraine, Maryna Shevtsova traces the ‘Europeanization’ of rights beyond Europe. This book will be of interest to researchers in LGBTI Studies, Eastern European Politics, the European Union and Gender Studies.

This volume is timely in that it explores key issues which are currently at the forefront of the EU's relations with its eastern neighbours. It considers the impact of a more assertive Russia, the significance of Turkey, the limitations of the Eastern Partnership with Belarus and Moldova, the position of a Ukraine in crisis and pulled between Russia and the EU, security and democracy in the South Caucasus. It looks at the contested nature of European identity in areas such as the Balkans. In addition it looks at ways in which the EU's interests and values can be tested in sectors such as trade and migration. The interplay between values, identity and interests and their effect on the interpretation of europeanisation between the EU and its neighbours is a core theme of the volume.

The book series European Studies in the Caucasus offers innovative perspectives on regional studies of the Caucasus. By embracing the South Caucasus as well as Turkey and Russia, it moves away from a traditional viewpoint of European Studies that considers the countries of the region as objects of Europeanization. This second volume demonstrates this by looking into forms of inter-regionalism in the Black Sea–South Caucasus area in fields of economic cooperation, Europeanization of energy and environmental policies, discussing how the region is addressed in the elaboration of a new German Eastern Policy. In the section on norm diffusion, the contributors assess the normative power strategy of the EU and its paradoxes in the region, its impact on civil society development in Armenia, and democracy promotion in Georgia. In the section on legal approximation, issues of a global climate change regime and competition law in Georgia as well as penitentiary governance reform in the South Caucasus according to EU standards and policies are analyzed. All contributions also review regional or local contestations for the topics discussed here.
