Over the course of 150 years, Europe's protean technologies inspired and underpinned the globalizing ambitions of European nations. This book aims to show how technology mediated European influence in the rest of the world and how this mediation in turn transformed Europeans. Europeans mapped, they exploited, and they exchanged - their interactions ranged from technological and biological genocide to treaties of cooperation and the construction of elaborate colonial infrastructures. Quite aside from the enormous variety of political settings, cultures and colonial programs, interrelations created dependencies on both sides. Cultural transfers were rarely unidirectional, and often a kind of Pidgin-knowledge emerged, a hybrid fusion of European and local knowledge and skills. As observers have rightly pointed out, Europe played both the role of 'Prometheus unbound' and the 'Sorcerer's apprentice'.

The complex relationship between globalization and European integration was largely shaped in the 1970s. During this decade, globalization began, for the first time, to threaten Western European prosperity. Using an innovative approach, the book shows how western Europeans coped with the challenges of globalization during a time of deep economic crisis during the period 1973-1986. It examines the evolution of economic and social policies at the national, European and global level and expands beyond the European Economic Community (EEC) by analysing the various solutions envisaged by European decision-makers towards regulating globalization, including the creation of the Single Market. Based on extensively examined archives of transnational actors, international organizations and focusing on the governments of France, Germany and the UK, as well as the European Commission, the book uncovers deep, previously unknown, economic divisions among these actors and the roles they played in the success of the EEC. European politicians often speak of their efforts to 'manage globalization.' At one level, this is merely a rhetorical device to make globalization more palatable to citizens and prove that policy-makers are still firmly in control of their country’s fate. This volume argues that the advocacy of managed globalization goes beyond rhetoric and actually has been a primary driver of major European Union (EU) policies in the past twenty years. The EU has indeed tried to manage globalization through the use of five major mechanisms: 1) expanding policy scope 2) exercising regulatory influence 3) empowering international institutions 4) enlarging the territorial sphere of EU influence, and 5) redistributing the costs of globalization. These mechanisms are neither entirely novel, nor are they always effective but they provide the contours of an approach to globalization that is neither ad hoc deregulation, nor old-style economic protectionism. The recent financial crisis may have seemed initially to vindicate the European efforts to manage globalization, but it also represented the limits of such efforts without the full participation of the US and China. The EU cannot rig the game of globalization, but it can try to provide predictability, oversight, and regularity with rules that accommodate European interests. This book was based on a special issue of Journal of European Public Policy.
