Celem monografii jest konstruktywistyczna analiza Europejskiej Polityki Sąsiedztwa w kontekście wewnętrznych funkcji, jakie pełni ona względem systemu politycznego Unii Europejskiej. Wyjaśnienia kształtu i ewolucji unijnej polityki wobec sąsiadów należy szukać nie tylko w zewnętrznych wyzwaniach i zagrożeniach, ale przede wszystkim wewnątrz samej Unii. Europejska Polityka Sąsiedztwa jest rezultatem politycznej gry między unijnymi aktorami dążącymi do akumulacji zasobów i podtrzymania lub uzyskania pozycji dominującej w polu tej polityki. Wartość dodana niniejszej publikacji wynika z trzech przesłanek. Po pierwsze, na poziomie teoretycznym do analizy unijnych działań zewnętrznych zastosowano perspektywę socjologicznego konstruktywizmu, która była dotąd wykorzystywana do badania polityk wewnętrznych. Oznacza to również odejście od dominującego w studiach europejskich tzw. społecznego konstruktywizmu. Po drugie, na poziomie metodologicznym połączono elementy analizy dyskursu z analizą struktury pola inspirowaną teorią pola Pierre’a Bourdieu. Po trzecie, na poziomie empirycznym analizę gry politycznej w polu Europejskiej Polityki Sąsiedztwa z użyciem kategorii analitycznych aktorów, narracji i strategii uzupełniono o analizę narracji aktorów zewnętrznych na przykładzie Ukrainy i Rosji.

Książka ma na celu ukazanie ewolucji wzajemnych relacji pomiędzy Polską a Ukrainą od początkowej nieufności i podszytych stereotypami uprzedzeń, przez koncepcję „strategicznego partnerstwa”, do tezy o wzajemnym braterstwie. Kamieniami milowymi na drodze do zbliżenia obu państw i narodów było uznanie przez Polskę (jako pierwsze państwo na świecie) niepodległości Ukrainy, pomarańczowa rewolucja (2004 r.) i skuteczne działania podjęte m.in. przez prezydenta Aleksandra Kwaśniewskiego na rzecz pokojowego rozwiązania ówczesnego kryzysu politycznego w Ukrainie, rewolucja godności i początek wojny rosyjsko-ukraińskiej (2013–2014), wreszcie pełnoskalowa rosyjska agresja przeciwko Ukrainie (2022 r.), budzące podziw obrona własnej państwowości przez Ukraińców i pomoc, jaką w tym okresie Ukrainie i Ukraińcom udzieliła Polska. Mocną stroną pracy jest warstwa faktograficzna, niezwykle bogata, gęsta, ale trzymana przez Profesora Szeptyckiego w ryzach. Autor nie daje się nieść wydarzeniom, tylko w swej narracji dobrze nad nimi panuje. Niczego ważnego tu nie brakuje, proporcje w prezentacji poszczególnych dziedzin czy problemów wydają się być odpowiednio wyważone. Co ważne, mimo gęstości materii oraz rygorów wynikających ze struktury, tekst czyta się dobrze, język nie utrudnia odbioru, wywód jest wartki. z recenzji prof. Romana Kuźniara W polu zainteresowania Andrzeja Szeptyckiego sprawy ukraińskie od dawna zajmują ważne miejsce, dobrze więc, że postanowił przygotować opracowanie wychodzące naprzeciw tym oczekiwaniom. Przygotowana przez niego praca jest dobrym i – co bynajmniej nie tak częste – całościowym wprowadzeniem do tematu. Czytelnicy poznają z niej nie tylko zarys dziejów Ukrainy, ze szczególnym uwzględnieniem ostatnich 30 lat, lecz także porządny katalog aktualnych spraw i problemów, z którymi przychodzi się borykać współczesnym. Przy czym, co istotne, im chronologicznie bliżej teraźniejszości, tym praca staje się ciekawsza, a narracja żywiej kreślona przez autora. z recenzji prof. Grzegorza Motyki

A many-layered work of historical reportage, Watercolours draws on the real life story of Dina Gottliebova-Babbitt (1923-2009), a Czech-American artist of Jewish ancestry, who was a prisoner at Auschwitz, and whose story came to light in the late 1990s. It was at this time that Gottliebova attempted once more to recover the art she had created in the concentration camp, and which had become the property of the Auschwitz-Birkenau State Museum. The dispute escalated into an international scandal, with the American Department of State and the Polish government becoming involved. Here, journalist Lidia Ostalowska reconstructs Gottliebova's time in the camp, while looking also at broader issues of historical memory, trauma, racism and the relationship between the torturer and the victim. In Gottliebova's case, SS Doctor Josef Mengele took a special interest in her talent, commissioning her to paint portraits (the watercolours of the title) of Roma prisoners. Mengele himself is one of the many characters in this narrative. Ostalowska draws on hundreds of studies and accounts of the hell of the camps, and tells the story of one woman's incarceration and her battle for survival, bringing in many other supporting lives. Before she worked for Mengele, Gottliebova had decorated the children's barracks at Auschwitz with images from the Disney film, Snow White and the Seven Dwarfs. After the war, she worked as an animator for Warner Brothers and married Walt Disney animator Art Babbitt, the man behind many of the world's best-known cartoon characters including Goofy and Dumbo. Gottlibova (under the name Dina Babbitt) lived in California until her death in 2009 at the age of 86.
