In the first volume of the set, Evaluation and Decision Models: A Critical Perspective, the purpose is to provide a critical thinking framework for all individuals utilizing decision and evaluation models, whether it be for research or applications. In the book, the authors criticized formal models while pointing out where these models can be useful. On the other hand, Evaluation and Decision Models with Multiple Criteria is a guide, a way of reasoning aimed at helping the analyst to choose a model and use it consistently. The authors propose, often using an axiomatic point of view, a sound analysis of techniques aimed at supporting the decision aiding process. The presentation is carried out within a unique framework that can be extended to most decision and evaluation models, as a "decision aiding methodology".

1. 1 Motivations Deciding is a very complex and difficult task. Some people even argue that our ability to make decisions in complex situations is the main feature that distinguishes us from animals (it is also common to say that laughing is the main difference). Nevertheless, when the task is too complex or the interests at stake are too important, it quite often happens that we do not know or we are not sure what to decide and, in many instances, we resort to a decision support technique: an informal one-we toss a coin, we ask an oracle, we visit an astrologer, we consult an expert, we think-or a formal one. Although informal decision support techniques can be of interest, in this book, we will focus on formal ones. Among the latter, we find some well-known decision support techniques: cost-benefit analysis, multiple criteria decision analysis, decision trees, . . . But there are many other ones, sometimes not presented as decision support techniques, that help making decisions. Let us cite but a few examples. • When the director of a school must decide whether a given student will pass or fail, he usually asks each teacher to assess the merits of the student by means of a grade. The director then sums the grades and compares the result to a threshold. • When a bank must decide whether a given client will obtain a credit or not, a technique, called credit scoring, is often used.

Formal decision and evaluation models are so widespread that almost no one can pretend not to have used or suffered the consequences of one of them. This book is a guide aimed at helping the analyst to choose a model and use it consistently. A sound analysis of techniques is proposed and the presentation can be extended to most decision and evaluation models as a "decision aiding methodology".

This book showcases a large variety of multiple criteria decision applications (MCDAs), presenting them in a coherent framework provided by the methodology chapters and the comments accompanying each case study. The chapters describing MCDAs invite the reader to experiment with MCDA methods and perhaps develop new variants using data from these case studies or other cases they encounter, equipping them with a broader perception of real-world problems and how to overcome them with the help of MCDAs.

Many regulations issued by the U.S. Environmental Protection Agency (EPA) are based on the results of computer models. Models help EPA explain environmental phenomena in settings where direct observations are limited or unavailable, and anticipate the effects of agency policies on the environment, human health and the economy. Given the critical role played by models, the EPA asked the National Research Council to assess scientific issues related to the agency's selection and use of models in its decisions. The book recommends a series of guidelines and principles for improving agency models and decision-making processes. The centerpiece of the book's recommended vision is a life-cycle approach to model evaluation which includes peer review, corroboration of results, and other activities. This will enhance the agency's ability to respond to requirements from a 2001 law on information quality and improve policy development and implementation.

This volume, developed in honor of Dr. Dundar F. Kocaoglu, aims to demonstrate the applications of the Hierarchical Decision Model (HDM) in different sectors and its capacity in decision analysis. It is comprised of essays from noted scholars, academics and researchers of engineering and technology management around the world. This book is organized into five parts: Technology Policy Planning, Strategic Technology Planning, Technology Assessment, Application Extensions, and Methodology Extensions. Dr. Dundar F. Kocaoglu is one of the pioneers of multiple decision models using hierarchies, and creator of the HDM in decision analysis. HDM is a mission-oriented method for evaluation and/or selection among alternatives. A wide range of alternatives can be considered, including but not limited to, different technologies, projects, markets, jobs, products, cities to live in, houses to buy, apartments to rent, and schools to attend. Dr. Kocaoglu’s approach has been adopted for decision problems in many industrial sectors, including electronics research and development, education, government planning, agriculture, energy, technology transfer, semiconductor manufacturing, and has influenced policy locally, nationally, and internationally. Moreover, his students developed advanced tools and software applications to further improve and enhance the robustness of the HDM approach. Dr. Kocaoglu has made many contributions to the field of Engineering and Technology Management. During his tenure at Portland State University, he founded the Engineering and Technology Management program, where he served as Program Director and later, Department Chair. He also started the Portland International Conference on Management of Engineering and Technology (PICMET), which organizes an annual conference in international locations such as Korea, Turkey, South Africa, Thailand, and Japan. His teaching has won awards and resulted in a strong sense of student loyalty among his students even decades later. Through his academic work and research, Dr. Kocaoglu has strongly supported researchers of engineering management and has provided tremendous service to the field. This volume recognizes and celebrates Dr. Kocaoglu’s profound contributions to the field, and will serve as a resource for generations of researchers, practitioners and students.

Designing and Evaluating E-Managemnet Decision Tools presents the most relevant concepts for designing intelligent decision tools in an Internet-based multimedia environment and assessing the tools using concepts of statistical design of experiments. The design principle is based on the visual interactive decision modeling (VIDEMO) paradigm. Several case studies are discussed in detail, referring to online preference elicitation, collaborative decision making, negotiation and conflict resolution, and marketing decision optimization.
